The omissions on the part of the ministers are in this way discovered, and search is made. There were only ten cases in which the liâ€" cense was issued and the marriage not performed. _ Many of the regisâ€" trations in the department were deâ€" layed as long as fifteen months. ‘The preservation of all the licenses . in one place will greatly aid in the many searches made, for marriage reâ€" cords. Under the new provisions those married and the clergymen are TCâ€" quired to sign the license, so that their actual signatures will be safely preserved. . Cases have occurred _ in which licenses have been issued twice by the erasing of the names originalâ€" ly written. In this way hogus marâ€" riages have been performed. When the license is forwarded to the Governâ€" ment vaults this will be impossible. The Regulations. _ The following is a statement of the change banded . out by the departâ€" 1. Under former regulations : all licenses are held in posscssion â€" of the officiating clergyman. ° Under new regulations all licenses are to be endorsed on the back and forwarded to the Registrarâ€"General, ‘Toronto, by the clergyman. This does not do away with the registration of marriages. All marriages must be registered by official cards, giving full details to the Division Registrars of the municipalities where marriages are performed, § 2. Formerly the issuers of licenses were required to send a license card to the Registrarâ€"General upon . the issue of every. license, retaining the affidavit in his possession. By the new order the issuer is required . to fill out the details in a prepared form printed on the back of the affidavit, and forward it to the Registrarâ€"Genâ€" eral instead of the license card. 3. Both the affidavits and licenses are to be placed on _file.in the Regisâ€" trarâ€"General‘s Department, Toronto, for future reference and safe keeping. 4. Duplicate official envelopes . are supplied to issuers of licenses, one to be used in sending the afidavit to the Registrarâ€"General‘s Department, and one to be sent with each license . isâ€" sued, for the use of the officiating the Registrarâ€"General. ‘ The Government has under considâ€" eration changes . in the regulations governing the issuing of marriage liâ€" censes which will prevent the clanâ€" destine marriages which are performâ€" ed by the hundreds on the border of Canada every year. Last year . there were 1,800 marriages performed in the town of Windsor. A regular business is conducted in the marrying of Amâ€" cri¢an couples, who come to Canada, and take a false oath that they have resided in the county in which the license was issued for the past filtcen ways. An office has been opened on the dock where, after stepping off the boat, the wouldâ€"be husband swears he has been a resident of the country for two weeks. It is proposed that a twa weeks‘ interval between the issuing of the license and the performance of the ceremony be required, as is dowe in Ireland. .
