G. H. Bowlby, Esq , Mayor, Berlin. Dzar Sir:â€"I havg yours of the 16th inst, respecting the meeting of the Municipal Council on Saturday night, for which I am much obliged. _ If it is at all possible I will bo present, but ‘I am afraid, however, that a previous engagement will make it entirely out of my power. â€" I of course can have no objections to make to your City having all the railâ€" way communication it can possibly get, but I think I have done a good deal towards showing that I started building the road in good faith and an extension like what you are proposing of a company that has not done anyâ€" thing but talk and which have forfeited their franchise, would only embarass me in getting funds to complete the road I am building and make the delay a little longer than it otherwise would be. You are aware that I have never asked your city for a bonus of a cent except to take stock in the road on the same terms I was getting my own. I understand there was some feeling against me in your city for which I cannot at all account, as outside of the fact of my being a little embarassed this Jlast winter through having too many industries going at one time I was doing all that could be done towards getting the road completed. This is, I believe, the only way in which you can get communication with the C. P. R. and I understand that your city was at one time wi‘ling along with Waterloo to pay $90,000 for _ this privilege that I am offering youfor nothing. If I had not been able to complete the road as fast &8 I intended, it has not been my fault but my misfortune ad has largely been oc casioned by the amount of talk that was done by r.val promoters and others rgainst me in some of the banking institutions with whom I was dealing. I think I bave survived this, however, and will eomplpte the road as soon as it can be done. If the Council decides to extend the time of the franchise to Mr Clark without a new byâ€"law submitted to the people I think there woula possibly be & quesâ€" tion as to the legality of the proceeding, I would adviee you to ask your solicitor on this point. Yours truly â€" â€" JOHN PATTERSON. The Mayor made a few remarks reâ€" specting the meeting just called and manifested surprise that the Board of Trade should take npon themselves to have correspondence and hold meetâ€" ings in connection with railway matters without either notifying or consulting the Council. Ex Mayor Eden was called and adâ€" dressing the Council said that Mr Clarke sbould not ressive any countâ€" enance from the Councll unless he falâ€" #lled the conditions contained in byâ€" MBR PATTEPSON‘8 LETTER. May 17th, 1900 Carrled Mt law and that it was equally as legal for the Council to â€" again revive those claime, really, neither the Patterson or the Clarke road had a franchise on King street, excepting the inspired right which the Patterson people helé by possession.
