The whole of the colony was placed under Martial law this week and it is a good thing that it was, for l was down snug, one o! the ships came in from Delago Bay that had some 1500 refugees from the Band on Bond. Among them was all the Street waters one used to see in Johannesburg, and also a lot of liberated prisoners from the jails of the country. It was the toughest looking crowd I :ver saw, all in a lump. Shake downs and beds are in every hole and corner, tents on the beach, tents in the park, woodsheds. and even stables turned into rooms to sleep in. There are thousands of peo- ple here who are looked after by the relief committee. They are mo and housed free and among some who are taking advantage of this are men who are worth lots of money. I know two at least who are worth from two to tive thousand pounds, mt they take ad- vantage of the peoplc's generosity. Lots of troops are expected soon, but they come in and go to the front and only very few know of it. . Saturday morning 27th. Rain has set in again and it has ruined all night and it is still raining. Last night another troopsUip camo in and landed about tirtem1 hundred troops.
