The Emperor has adâ€" dressed to the people a long explanaâ€" tion of his new policy, declaring that in many respects western civilization is superior to the existing order in his dominion and announcing his intention to adopt its good features and discard the bad ones, The most radical edict establishes a postal service throughout the empire.
