Frederick Martin was tried at Berlin on Wednesday of last week before Judge Chisho‘m for stealing an overâ€" coat from Lowis Block,cf Mespe‘er. The plaintiff in bis evidence admitted that he had on scveral occasions loined his coat to the prisoner _ This somewhat lessened the feeling towards Martin, especially when the defence put in was to the effct that the prisoner bad inâ€" tended to return it. The Judge howâ€" ever, cast doubts on his evidence, and santenced him to one month in jail It seems that Martin also jumped bis board bill amounting to $12.50, Bond‘s lisery st«ble, Galt, caught fire ‘ast week and was damaged to the extent of $500. The Owen Sound Sun publishes a letter from Harry Giego, formerly of that town, direct from Dawson City, dated December 27ch. According to the letter the writer and three others did not go hungry on Christmas day. Hoe says: _ We had whiskey, brandy, plum pudding, apple and prune pie, vegetable soup, boiled pork and keef, potsatoes, biscuits, rice pudding, milk, tea and coffee, marmalade, cauned turâ€" key and cranberry sauco,. It was a cold, crisp day, about 10 or 15 degrees nelow zeroâ€"jusb niceâ€"with sixtsen inches of suow on the level. _ We four remained around our cabin all day and in the evening wentdown the Klonâ€" dike to Daws>m and watched the daneâ€" tog in the saloons. There were about five saloons going it lively, Everytbhing was quiet out of doors in the darkners, our lots of gold dust was taken in over. he bars. The men danced with their bheavy fur caps and Mackinaw suits and ‘ moccasins on and the women were dressed up. There are about thirty fast women in the town. The men smoked cigars and the women cigarâ€" ettes. Drinks and cigars are 50 oents at the bars, It is pretty rocky all‘ through. _ Money seemed to be plentiâ€" ful with most of them, Some of the men who danced were well "jagged up" and they were all well fixed ard were "blowing in" their sacks of dust. The women also got "boozy" later on. Mea‘s are still about $2 50 and flour $50 for 50 pounds. Other grub is in demand at $1a pound. Tobscco, cigars, and whiskey all sell well. I sold my box of caudles for $35. Ib cost me but $2 outside. Also sold a sack of flour (cost $1 25 outside) for $40. It6 had been damaged. I think I have enough grub to last me until July. I wish I had about a ton of flour and lots of candles and cigars. Stationery is in demand too as well as moccasins. Dogs are still looked for at $200 or or $150 each. Wood per cord is thirty do‘lars and itb is scarce in town, having o be hau‘ed down the River Klondike. The days have been very fines and clear since my arrivalâ€"regular Canaâ€" dian winter weather. The last three weeks have been clear and mild, averâ€" i»ing about 10 degrees below zero. Ae had twoor three snowfalls only. It is now about 18 inches deep in the ‘ woods. > oo ces Wm. CUUNTY AND DISTRICT ews otf the Waterloo County District Gleaned From Exchanges. DaAWSsSON CITY. Waterloo County Chronicle, Thursday, March 17, 1898 â€"Page 3 London, March 9.â€"The situation in the Far East is considâ€"red very critical by European statesmen. Great Briâ€" tain‘s declaration that she would go to war rather than be deprived of the marke‘s of the East, or to suiffer the dismemberment of the Chinese Empire may soon be putâ€"to the tost. Russia and Francs are epparently determined to treat as a more bluff the recent British assertions of a limit beyond which Eagland would not allow her rivals to trespass on her prestige. These limits have now been overstepped, both in China and West Africa, and Europe is waiting to know what Great Briâ€" tain‘s answer will be. _ Two years ago, in & less serious crisis, it was the sudâ€" den equipment of a flying equadron. It will require something more formidable than that to check the eggression of Britain‘s rivals to day, but first there is »*mple evidence that England is exâ€" hausting every honorable resource for pearce. While seeking peace Eogland is preparing for war on even a more extensive scale than the United States. It is well known tbhat Great Britain highiy values and appreciates Amcrican sympathy with har policy of open marâ€" kets in China. _ There is no doubt England would like to put that sympathy to & practical test in the crisis impending. _ Furithermore, the British Government would be willing in certain circumstances to render a ‘qaid pro quo" to the United States in the Oubanâ€"Spanish complications. Ib is believed Sir Julian Pauncefote has been authorized to say as much to President McKinley. ANGLO AMERICAN RELATIONS. Sir Georse William Des Voeux, forâ€" merly Governor of the Bahama Islands, and more recently Governor of Hong Kong, in an interview on the Far Eastâ€" ero crisis, said Great Britain ought immediately to seize the opportunity of expressing cordial sympathy with the United States in bher efforts to secure autonomy for Cubas, and to aid the United States with her fleet against any attack upon her coast. This, Sir George added, would preâ€" vent war with Spain, and wou‘!d make general American sympathy with Great Critain, which he asserted was only partial. This, he concluded, would be enormously to the advantage of both nations, while also assisting in the solution of the Chinese question. He rcâ€"marked in conclusion that such an opportunity of "annealing the two Engâ€" lish speaking nations may never recur." WILL TAKE ACTION. The Mauchester Guardian says a well founded rumor is in circulation that within the next three or four days the British fleet will take possession of one of the Chinese ports. RUSSIA‘s ADVANCH. It is now definitely announced that Russia bas leased Port Arthur and Taâ€"Lienâ€"Wan for 99 years and is deâ€" termined to carry the Siberian Railroad to Port Arthur, whether Obina consents or not. She has agreed to open Port Arthur and Taiâ€"Lienâ€"Wan to foreigo trade, but under Russian laws and administration. Empecor William, replying to the Hamburg Senate‘s congratulations on the "brilliant success of your Majesty‘s policy in Chins," telegrrphed this anâ€" swer : "I reply upon the proved zeal of the Hamburg m:rchants to aid me in making the new acquisition profitâ€" able to the Fatherland." I commit my body to the earth to be buried in a decent manner, namely, that my body shall be put into a coflin with the same clothes or garâ€" ments on in which I depart this lite, for it is my dosire to be interred as a sol dier who dies in the field in defence of his country ; not to be washed, shaved or handled about like a dead bog which I deem to be indecent and unbecoming among people of my turn, free of pride pomp and vanity ;also that my coffin be made of rough boards, strongly nailed together, for I consider that ornâ€" mental and embellished coffins are of no use, but only & show of vanity and pride, and the experses pub in them would be a relief to the poor and needy Also not to bury mo until three days after my decease, or until the blood has parted in my veins, and the dead smell coming on very perceptibly, also to be buried in any place most convenient, without any tombstone. Also on the day of my burial my friends and old acâ€" quaintancer shall be invited, and non else; also, they shall have as much good liquor as they shall use and endeavor to bave a day of mirth and jollity to themselves, as I will not be able to Russia and France are Trying Britain‘s Patience â€" Britain May Answer Russia by Seizing a Chinese Port. W INnsLOW‘s S00THING SYRUP The following rather curious will was made by Henry Christian Halm, of Waterloo, in the year 1828. The latâ€" ter part of it is very suggestive of the time in which Halm lived. _ The will reads : GRAVECBISIS IN FAR EAST By an agreement just signed Gerâ€" many bas obtained a concession to conâ€" struct a railway connecting Ti Nan Tsu, in the province of Shan Tung on the Hoang <+Ho, and Te Chbau Fu (Germany undertakes on the completion ot certain details to withdraw her troops from Tsimo and Kiao Chou town." A Curious Will. For Over Fifty Years Ottawa, Ont., Mar. 11.1â€"At 4.50 this morning the House divided on Mr. Borden‘s amendment to the Governâ€" ment‘s Yukon railway bill, which was that the terms of the contract with Mana and McKenzie were indefensible, and that the Conservatives would supâ€" port the Government in giving subâ€" stantial assistance to & railway which would not entail a mining monopoly. The amendment was negativedâ€"Yeas, 65 ; nays, 119. The Liberals voted solidly against the amendment, together with five Conservatives â€" Hughes, North Victoria, Ont., Costigan, V icâ€" toria, N. B., Hale, Carieton, N. B., Blanchard, Gloucester, N B., and Betâ€" hune, Victoria, N.S. Then the Governâ€" ment‘s bill was carried by a majority of only 39, two Conservatives, Hughes and Bethune, voting with the Governâ€" ment, and three Libera‘s and a patron against it, viz ; Oliver Alberta; Mcâ€" Innis, Nanaimo, B. C ; Casey, West Elgin ; and Rogers, Patron, Frontenac. Yukon Railway Bill Passed in the House. Ottawa, Marcsh 10.â€"It was much to the relief of the Hotss toâ€"night, a feeling that will be shared by everyâ€" body in the country who takes an interest in Parliamentary proceedings, that after five weeks of debate almost exclusively devoted to the Yukon railâ€" way project the second reading of the bili embodying the contract was accomâ€" plished. Is is doubtfal whetber a subject has ever been so bbhoroughly talked threadbare as this one has been. The debate was declared to be dead a week ago, but the dry bones were temporarily resurrected by the infusion of a new element furnished by the senate of the United States in the form of legislation. to render the rights . of Canada under the treaty of Washingâ€" ton. The revival of interest was eviâ€" derced by an attentive House and crowded galleries toâ€"day during the deâ€" livery of the speeches of Mr. Foster, in opposition to the bill and of Mr.Oharlâ€" ton in justification of it. Both gentleâ€" men, ‘who are rcognized as masters of the art of Parliamentary debate, were in excellent form, and strong presentaâ€" tion of the contentions for and agairst the measure was made,. Mr. Foster emulated the example of the Tuppers, father and son, in the length of his spsech, but he clothed familiar arguâ€" ments in language peculiarly his own, andimparted a vigor to his delivery that attracted attention to him. . Howâ€" ever he added nothing to the knowâ€" ledge of the House,. Mr. Charlton not only gave his opinions, but he supleâ€" mented the n with reasons so logical as to render them impossible of successâ€" ful refuabation. This morning‘s news from London and St. Petersburg is most ominous. Russia bas made an appropriation of ninety million roubles (some seventy million dollars)for warlike preparations The extraordinary significance of this act is that these millions come from the gold reserve which she for years bas been hoarding up for her nexb war. The London Times has made a weighty pronouncement, couched in a peculiarly sober and businesslike vein, of the sentiments of the overwhelming mass of the British peopleâ€"that war is preferable to concessions, The Britâ€" isb Government in the Houss of Comâ€" mons last night had to defend its naval estimates, the largest ever presented, from the charge of undue moderation and procra:tination. In an Imperial rescript to the Minâ€" ister of Finance, accompanying the Ukase, the Czar says :â€""In considerâ€" ing the possibility of assigning so large a sum at one time without recource to a loan, I am induced to point out that the disbursement now contemplated has been preceded by very considerâ€" able payments from unallocated cash in the Treasury for other items of exâ€" traordinary expenditure. Daring your administration: the ordinary receipts have exceeded the ordinary expendiâ€" tures by more than six hundred million roubles,. _ Consequently, the greater part of the extraordinary expenditure is covered without an appeal to the Imperial credit. _ This expenditure, including the great Siberian and other railways, as well as the payment of a considerable portion of the Crown debt by the Imperial Bank for the converâ€" sion of the credit notes, in connection with the currency reform, after the above expenditures of the unallocated funds of the Treasury, amounted, on January 1, to 200,000,000 roubles, of which 106,000,000 roubles are needed for the extraordinary expenditures of 1898. Therefore, there remains suffiâ€" cient to cover the aforesaid expenditure for naval construction. This state of affairs convinces me you follow both the instructions of my father, resting in God, and mine regarding the obserâ€" ance of the necessary thriftiness in thke financial administration of the empire. While enjoining you to constantly ex ercise economy in the future, for the complete preservation of the equilibriâ€" um of the budget, in which lie the props of the power and wellbeing of the empire, I remain your unalterably wellâ€"disposed and grateful, (signed) Nicholas" Nothing now comes from the east itse‘f, beyond Mr. Curzon‘s statement in the House of Commons that Russia, while. negotiating for a long lease of Port Arthur, has not presented an ulâ€" timatum to Ohina. St. Petersburg, March 10.â€"An Imâ€" perial Ukase just issued orders the disâ€" bursement of 90,000,000 roubles as extraordinary expanditure for the conâ€" struction of warships. It is added that no loan will be raised to provide the money. ‘I encountered the strangest man I ever knew while I was doing some government work in Missouri,‘ said the retired contractor. ‘He was smart enough, so jolly that every one liked bim, and apparently in the best of health. But he made a few bad dealsâ€" had to mortgage some of his property, and seemed to throw up bis hands. He vowed that he had ceased to be his own man, and would drift along till he found out what the world wanted to do with him. He never tried to disâ€" pose of any cf his possessions by auction or private sale, but nearly every day held a raffl3 at which the chief attractions were his jokes and odd sayings. All this time he was not trying to earn a dollar, and in a year or so it was thought that he had come to the end of his string. When he disposed of the family clock, and there seemed to be nothing left, he coolly announced that the next day he would raffie himself. He didn‘t know whether the boys would care to buy chances, but he meant busine:s, and would work faithfully for the man who drew bim. Tickets sold for good figures, but there were two left, and he laughâ€" ingly said that he woald take a couple of shots at himself. When the drawâ€" ing came off he held the lucky number. Well, sir, the fellow turned loose and went to making money hand over hsnd. he became one of the greatest rustlers in the West, paid off the mortgages, bought everything there was money in, and is as rich now as & riverâ€"bottom farm. When be drew himself at the raffle he made up his mind that he was his own man again, and, besides he had agreed to do his best for the winner. it was a strange case.‘â€"Detroit Free Press.
