(3) That the said accused party shall be furnished with a copy of the charges intended to be preferred against him a reasonable time in advance of the day of trial, and shall be at liberty to alter or amend, transpose and vary the same as to him shall seem best. (2) From and after the passing of this act, whensoever any person (not herein after excepted) shall be accused of any offence in any court of justice, the Said person so accused shall have the right to appoint the judges by and before whom he is to be tried, with or without a jury, in the discretion of the accused.
