William Hilliard, son of Thomas Hilliard, was born in Glen Allen where his father owned a small newspaper. After his public and secondary education, he attended the medical school of the University of Toronto where he graduated as a doctor in 1891 at age 23. Because his family had moved to Waterloo he decided to set up a medical practice in that town in 1897. In 1905 he built a new home at 39 Albert St (where new library is located). The contractor Charles Moogh, used the same new building process, concrete for the outer walls, as he had just used on the Herbert Snyder home across the street. Dr. Hilliard called his new home "Wastena". He was named Medical Director for Equitable Life Assurance Company when it was begun in 1920. His father had been instrumental in starting Dominion Life Assurance Co and he succeeded his Dad as a director. He participated in local politics and was elected mayor for 1916-1917. Hilliard, also director of Waterloo Trust, was a very athletic person and at the age of 90 was still playing volley ball at the YMCA. About 1955 he sold his home on Albert St (later to be annexed for City of Waterloo) and purchased one on Bridgeport Rd near Moore Ave. He died in 1966 at ripe old age of 98.

- This is a handwritten biography of Dr. William Hilliard from the Ellis Little Papers. This biography has been transcribed exactly as written. Ellis Little was a local historian, who was the principal of Elizabeth Ziegler Public School. On his retirement, he invested much of his time in researching and writing about Waterloo's history. The Ellis Little Papers consist of extensive notes, papers and historical works.
