- This is a series of letters between Albert Schmuck (Waterloo Postmaster) P.T. Coolican (Superintendent of Postal Service) and W.D. Euler (Minister of National Revenue). In the letters Schmuck requests that the Waterloo post office be re-graded so that the post office could hire more employees and compensate the current employees according to the workflow they were experiencing. In the end, Euler says that the Waterloo Post Office will not be considered for a grade change until April 1930, when room can be made in the budget.

Albert Schmuck held the position of Waterloo Postmaster from 1928 until his death in 1933. Albert Schmuck served in the 118th Battalion during the First World War and died from injuries sustained from mustard gas attacks.
- Notes
- The small rust circle in the top centre of the first page was from a brass paper fastener that held together Schmuck's correspondence on this topic.
Albert Schmuck's letter to W.D. Euler on October 14 appears to have had some revisions written in with ink. This is possibly an earlier version of the final letter.
