- This branch was named after John M. "Jack" Harper, a WWII veteran, Waterloo lawyer and community builder who served on many boards and did a great deal of fundraising for various charitable organizations.
Construction began in 2009 and the branch grand opening took place October 22, 2011. The library shares the building with the Stork YMCA.
