This photo was not taken in 1891. The large leg o' mutton sleeves on her dress were popular circa 1894-1895.
Montgomery did not attend Prince of Wales College until 1893-4. In the Lucy Maud Montgomery Album, there is a chapter discussing her clothing and the author dates this picture to 1894.
