I believe this to be my late father-in-law, Wilfred (Bill) Speller who was one of the founding owners of Veterans Produce. Bill served on a corvette in the Battle of the Atlantic in WWII - he ultimately moved to Sault Ste Marie where I later met and married his 2nd child, Judy.
