The move is expected to cost the township more than $10,000 a year in additional costs. MOE's --_ announcement comes on the heels of an earlier ministry decision to, begin charging an average of $7 for each test it runs in its labs on water samples from the town- . Ship. That move is expected to cost Schreiber at least an extra $1,500 a year. Right now, the ministry absorbs all of the administra- tive costs of running the water and sewage treatment plants. But in the letter the township received Oct. 23, Deputy Min- ster André Castel said MOE can no longer afford to contin- ue to pay all of the costs. "The compounding effects of the recession and the provin- cial deficit forecast for fiscal 1992-93 constrain the ability of the Ministry to provide these services without some atten- dant cost recovery," said Cas- =tel: All municipalities in Ontario who run their own plants are affected by MOE's decision. The township plans to protest both new charges through a resolution at the upcoming meeting of the Northern Ontario Municipal Association (NOMA). If the resolution passes, it would be taken to the provincial govern- ment during NOMA's annual meeting with cabinet. The township also plans to write a letter to MOE, telling them they can't afford to pay the 5.7 per cent surcharge. "I think they're getting like drugs--you just have to say no them," said Councillor Lorraine Huard at the Nov. 3 meeting of Schreiber Council. The new charge is scheduled to come inte effect in April of . next year. "He shot at least three build- ings, and by the time we got there, he was inside his broth- er's residence," says Schreiber OPP Const. Roland. Roland says the man agreed to give himself up after negoti- ating with police over the tele- phone. "He walked out of the resi- dence without his firearm, and was subsequently arrested," says Roland. The incident took place the moming of Wednesday, Nov. 4. The OPP were called in at 9:40 am. "We were notified (of the shooting) by people on the reserve," says Roland. "The call came into our Thunder Bay centre and they dispatched us." No one was injured, and Roland says they don't know what prompted the man to shoot the buildings. After his arrest, the accused was taken to the district jail in Thunder Bay.
