"Many municipalities have received no increases in unconditional grants over the past couple of years," Cooke said. "I am very pleased that the provincial government is able to provide an across-the-board increase that is slightly more than the rate of inflation." The Ontario Transportation Minister Ed Philip also announced a 5.5 per cent increase in municipal roads transfer payments over the 1990 allocation. Municipalities will receive $793.4 million. to help them build and maintain their roads, Philips said. "It helps strengthen municipal road systems and supports regional economic and social development, \" he added. Cooke said that both the Association of Municipalities of Ontario and the Minister's Advisory Committee on the Provincial-Municipal Financing Relationship supported the decision to provide uniform increases. Cooke said these municipal representatives prefer the uniform increase over the formulas followed in previous years. : He said the province and municipalities agree on the need for a fundamental re- evaluation of the roles and responsibilities of each level of government.
