Municipal politics Before Chapman became reeve of Terrace Bay in 1985, she was a councillor for three years begin- ning in 1982. She said she was involved with recreation-for 20 years prior to that. When Chapman became a councillor in 1982, Dave Speer was reeve and her fellow council- lors were George Ramsay, Joe Kennedy and Bill Houston. In 1985 when she ran for reeve, she beat out present-coun- cillor Bill Houston, who is now very interested in the position. Chapman told the News she will still be on the North of Superior Northern Development Council and the Thunder Bay Sports Hall of Fame. The devel- opment council is an advisory board to the ministry and the gov- ernment. The words were met with a mixture of confirmation and astonishment. _ Counc. George Ramsay said that although "we've had our dif- ferences", the words made him feel "deep regret" and he wished her and her husband. the best of luck. Counc. Houston said in small communities you hear rumours but that he himself had no confir- mation that Chapman was actual- ly resigning. "I had hoped to finish my tcrm," she told her council at the meeting. "Unfortunately I can't. I regret that," she said. "If I'm ever coming through on a Monday I'm going to come in (to a council mecting) and sit and watch." (Chapman told the News that in the five years she has been involved with council, she has only missed three council meet- ings). Terrace Bay has "many pro- jects on the go" and she said she is going to "keep on eye" on our community. Besides being reeve of Terrace Bay, Chapman has served on the Hospital Planning Board, the Thunder Bay Community Auditorium and the Hospital Foundation Committee. Chapman told the News the important thing she wants to get across is that she is sorry to be leaving before her term is com- pleted. Chapman was excited that the waterfront development plans are proceeding nicely as well as the ski hill study. In the time Chapman has served as reeve, she said she feels that she has tried and succeeded in making Queen's Park, and the rest of the province, aware there is a Terrace Bay and a Northwestern Ontario. Since she has been involved as reeve she said she has noticed a difference in being recognized as a viable part of the province. "T have lived here for 28 years. Ties are hard to break," Chapman said. "I wish the people and everybody the best of luck in the future." 'Acting reeve Chapman resignation went into effect at midnight on Monday, November 9. At that time, Chris JOubert became the acting reeve of the Township of Terrace Bay. Each councillor is acting reeve for three months of each year even when the reeve is not out of office. _ This is in case the reeve does become unavailable as rceve at any time. If the reeve goes out of town for a week say, the acting reeve for that period will take on those duties until the reeve returns. Chris Joubert is acting reeve until December and therefore he now has those duties. Two options There are two options open now to council in order to have a new reeve. Either a by-election can be - called or a reeve can be appointed from one of the existing council- lors by the councillors. There must be at least three votes or yeses in this instance. In the case of a by-election, any eligible voter can run for the position of reeve. A special meeting took place in the council chambers on Monday, November 16, to decide which route will be taken. If the by-election is called, it would not take place for at least 90 days. It would not take place until at least February of 1988. M.
