"The Master Plan will give us all the information we need for long-term bud- geting and capital expend- itures," Ron Larivee, town recreation,co-ordinator ex- plained to Council. He added that the plan could be a five or ten year one, and that an outside consultant will be hired to write it at a cost which could reach $30,000, dep- ending on-the terms of ref- erence, which are prepared by the municipality itself prior to actual work on the plan. "*This plan will tell us where we should put our money,"' Larivee said. "'It will involve three public meetings for input." Ian Smith of the Minist- ry of Tourism and Recreat- ion was also on hand at the meeting to answer queries, and he told Council that his Ministry looks very fav- ourably on municipality's which have such a plan limits continued from page 11 killed, despite a 35 per cent increase in vehicles using the road, Sederberg added. Exceeding the present speed limit saves people very little time, Rupert Flatt of the Ontario Motor League in Thunder Bay pointed out in the Lakehead Living article. He added that increased speed limits lead to an in- crease in accidents. HEART AND STROKE FOUNDATION OF ONTARIO --------SS Tent and resident Sgt. Lewis Lavoie of the Canadian Armed Forces' Lake Superior Scottish Regiment was on hand to set up his five-man, daytime winter tent group and to answer questions from visitors at Neys Provin- MViaster Plan going ahead when it comes time to give out grants and recreation funding. He also reminded Coun- cil that the Ministry will fund up to 75 per cent of the plan's expenses. Smith said Schreiber's share of the cost would thereofre be approximate- ly $6,000. "This plan would be a good benefit to the comm- unity," he said. "I would recommend that you do it at once." Larivee explained that the terms of reference will be ready before the end of this year. Then the plan itself will be tendered out by March and the contract- or eventually hired. will start work by April or May of 1987. A resolution appointing the Parks and Recreation Committee as a study team to forumlate the plan was then passed by Council. An upper limit of $30,000 for the plan was also included in the resolution. In other Council matters brought up at the meeting, Council also passed a mot- ion to increase the rental fees of the hall and arena at the Recreation Complex. The motion was required . because at a recent wedd- ing held at the Complex, the total expenses were al- most $1,100. while Council only took in just-over $900 in rental fees. ""We subsidized that wedding for $165," Coun- cillor Bob Krause pointed out. **At first, | was quite critical of any increase (in fees), but not now."' "It shocked me_ too when we did the break- down on what we are act- ually spending," Larivee said after the motion was passed. Krause also told Council that there is "a severe shor- tage" of officers at the On- tario Provincial Police Schreiber detachment. 'They are supposed to have a complement of eight here, but we're now down to five (officers)," he ex- plained. "'In fact, during the summer we were down to three for a while."' Council decided to meet with an OPP representative this week to see if there is anything it can do to solve the problem. A total of four district fire departments took part in the event. Along with the host team and Schreiber were squads from Hurkett and White River, accord- ing to Fire Prevention Off- icer Dave Bellamy. By winning the compet- ition, Schreiber won the right to host the event next year, Bellamy. added. Each team was made up of five members, and all four teams took part in three different games. The first game involved a 250 foot hose lay and required five targets to be knocked down. The second game called for four team members to run with a 15 foot ladder toward a 10 foot frame and rest the ladder against the frame. One team member would take the hose and nozzle to the top of the lad- der to knock down targets while the other members of the team would hold the Jadder and hose in place, and turn on the water. The third and final game was.a bucket brigade. Each team had to fill a 45 gallon drum using buckets, draw- ing from a port-a-tank app- roximately 25 feet away. Bellamy explained. that the final score revealed Schreiber had the best total time for the three events. That team was presented with a trophy by one of the judges, Thunder Bay's Fire Chief Jack Bryant.
