Page 8, Terrace Bay-Schreiber News, Wednesday, March 5, 1986 Penner says new federal budget will hurt taxpayers "This is an unfair budget which is going to create a lot more hardship for a lot of people,"' Cochrane-Superior Member of Parliament Keith Penner told the Ter- race Bay-Schreiber News last week after federal Finance Minister Michael Wilson delivered his budget on February 26. Penner prdicted that in- stead of decreasing the deficit, which is Wilson's intention, the budget will probably make the deficit increase, starting this fall. "'The budget is just go- ing to create a downward spiral...my contention. is that the budget just won't work,"' he added in the ex- clusive interview. He explained that Wilson's mistake is apply- ing old solutions to new problems. "Large defecits are a relatively new problem, and what he (Wilson) is do- ing is applying old remedies to this problem,"' Penner said. '"The way to tackle this is not to increase taxes but to give taxpayers a break instead."' Wilson's budget impos- ° ed a three per cent surtax on federal income taxes, which is in addition to a surtax from the last budget, presented to the Commons nine months ago. "If you take the two of them together, this is the biggest tax hike since the Second World War,"' the MP complained. "It is just a whopping big increase.' Penner pointed out that many new economists belive that a government can never bring down the deficit by raising taxes, because such a move lessens consumer demand and therefore increases Northern Ontario Development Corporation unemployment and, in turn the deficit as well. "The best way is to grow your way out of it,"' Penner said. "You have to let your economy expand over time...that's the way to do it."' He said that United States President Ronald Reagan, "for all of his other faults has recognized this idea...he has decreas- ed taxes."' Penner admitted that the deficit is a serious problem and that it is perfectly justifiable to make some cuts, but added that Wilson is just going about things the wrong way. '*'We need job creation programs, but those pro- grams are the ones being cut,"' he said. Penner, a Liberal MP, said he is certainly not against every single part of _Wilson's budget, and believes the preferential treatment given to small businesses is a step in the right directionn. 'That fits in with my philosophy," he said. **Most of the jobs that have been created in the United States have come from the small business sector. You are just not going to get much economic growth from big corporations."' He added that if Wilson has to get additional revenue, he should have less taxation on the per- sonal side and more on the corporate side, especially big business. "He is taking money out of the consumer's budget,"" Penner noted. "That will come as a severe blow."' According to Penner's theory, Canadian con- sumers will lose $10 billion to extra taxes over the next five years under Wilson's toughminded budget. On the other hand, tax increases in one year to large corporations in the country will only come to Plaque elected Board last year after 41 years of service.
