According to. a Report From Parliament, Cochrane-Superior MP Keith Penner, 'who represents the Terrace Bay- Schreiber area, was recent- ly named as a member of the Panel of Legislative Committee Chairmen. A total of 21 members were selected to serve on the Panel by the Speaker of the House of Commons, John Bosley. Penner will be one of four Liberals in the group, along with 13 Conservatives, three NDP members, and one independent. Under a new Parliamen- tary procedure, once a bill has received second reading in the House of Commons, the Speaker ap- points a member of the to study the bill clause by clause and hear witnesses. Once a bill is referred back to the House for its third reading, that particular committee is dissolved. AT the moment, Penner is chairman of the Legislative Committee stu- dying Bill C-65, an Act to amend the RCMP Act. Besides his respon- sibilities on the Panel, Pen- ner is continuing his fight to have fair representation from Northern Ontario in the House of Commons.
