Reeve Speer said that he felt that no study was needed. He repeated remarks he made during the first debate on the question. The Reeve pointed out under the Provincial Planning Act any municipal zoning by-law has to contain what. are known as 'existing variances'. Under the Planning Act, a zoning by-law can - only effect buildings: erected or businesses started after the date of the signing of the by-law. The Reeve read section l(c) of the Zoning By-Law 318: "Existing uses continue - Nothing in this by-law shall prevent the use of any lot, building, or structure for any purpose prohibited by the by-law if such lot, building, or structure was lawfully used for such purposes on the date of the passing of this by-law, so long as it continues to be used for that purpose."' The Reeve said that, "the trailer park was legally operating under the exempting by-law 274 on the day that 318 was signed. The trailer park is an 'existing variance' and there is nothing that we can do about it. He is operating legally." Councillor Chap- man said, "My God, can't you agree that this has been tossed around for six years and nothing has been done." George Ramsay said, "I am not going to argue what the intent of the by-law was in 1975. The intent was never in doubt." Councillor Chapman called for the question, and Reeve Speer said that it would be a recorded vote. Councillors Chap- man and Ramsay voted for the motion, with Councillor Kennedy and Reeve Speer voting against. The vote being tied, the Reeve declared the motion defeated; an absolute majority being needed under the Municipal Act to carry a Council motion. Earlier' in the Council meeting under Corresponden- ce, a petition carrying 300 signatures was presented to the Council. The petition said, "We. the undersigned state that the location of the Aguasabon Falls Trailer Park is agreeable to our standards and is not quote "a_ shanty town". A note on the petition said that 15 per cent of those approached were unwilling to sign. Referring to an article in the Times- News (Thunder Bay), Councillor Chapman said, "I presume that 'shanty town' is what was quoted in the newspaper. The quote was that 'it looks like a shanty town'. They misquoted me."' Turning to the Reeve Councillor Chapman _ said, '*What's this supposed to mean, what's the purpose of this statement. It's a statement, not a petition. Reeve Speer replied, "Well, how would I know."' Councillor Ollie Chapman ended discussion on the petition before it was filed, saying, "It has nothing to do with my issue."' The debate on the Trailer Park took place before an audience of about ten people including former Reeve Cy Brassard and former Councillors Peter Romanuk and Marjorie Hamilton, along with school board trustee Joan Nugent. Aguasabon Falls Trailer Park owner Joseph Marcella was also in the audience accompanied by his attorney. Balls & Bats The Terrace Bay Ladies Fastball League's regular season is now at an end, and the playoffs will begin on Sunday, July 31st, with games at 1:30 and 3:00 p.m. All games will be played at the Texaco ball diamond. This year there will be an A-Division championship, with the three top placing teams playing off for the trophy. There will also be a B-Division championship, with the four bottom placing teams fighting "it out. It was a close race with Kodila's and Moore's tied for 3rd place, and the Devils and Levesque tied for 5th. Runs for and against were counted to break the ties, and that gave Moore's a narrow 2 run edge. Levesque and the Devils were still tied after runs were counted, so a flip of the coin will determine which teams they will play off against. We would like to thank all those who supported our endeavours to feed the hungry at the July ist Activity Day at the high. school, and at the Men's Slowpitch Tournament the following day. Also thanks to all who bought tickets for our children's moccasin raffle. The winner was Cathy Rogerson of Terrace Bay. The League will be holding its Awards Banquet at the Moosehall on August 27th, and there will be an open dance that evening. Keep that date open for a good time.
