It is quite fair to question the efficiency of this system as it affects the waters of Lake Superior. Dur- ing 1965.a team of experts toured all pulp and paper mills in Ontario and reported on the condition of effluent at all the various mills. It is significant that these experts in their report stated "this Company (Kimberly-Clark) has surpassed the O.W.R.C. (Ont- ario Water Resources Commission) objectives by a large margin". In 1967 the pulp and paper mills in Ontario were re- surveyed and at that time the report on Kimberly- Clark's mill at Terrace Bay concluded "the effluents from this mill are under excellent control". The Ontario Water Resources Commission has also recognized the efficiency of the effluent system at the Terrace Bay Mill, and in a letter to the Mill Manager dated October 13, 1964 stated "It is recog- nized that the problem of waste treatment and control in the pulp and paper industry is very complex and that there ;are serious economic as well as technical considerations that must be kept in mind.
