Although this badge looks like the shape of a Pinkerton Detective badge, the only detective that I an aware of in London in 1900's was Fred Templar(uncle to the artist Albert Templar) but I haven't seen any photo's of him.
Henry Schram was referrred to as a detective within the confines of the Police Force.
The badge is probably for a Police or Fire Chief.
Compare this photo with that of Fire Chief John A. Roe on page 112 "Illustrated London,Ontario, Canada" and there is a strong likeness.Couple that with the death of Chief Roe in 1904 and the probable date of the Carson print (circa 1900).
Confirmation of these comments would probably come from the London Free Press or London Advertiser, possibly showing this print in the paper on the death of the Chief.

Thanks to the work of Jill at the London Room, this is now confirm as John Roe , as this exact same photo is used in a newspaper at the time of John Roe's death attending a fire in London.
