According to Township Clerk Shirley Bryden, the definition of "family" will encompass all responsible adults.Groups other than family units will be allowed to camp at the discretion of Park Sup- erintendent Bud Donald.Groups of young campers must be accompanied by an adult supervisor. Section 2 of the Ontario Human Rights Code disallows discrimination on the basis of marital status.Mrs. Bryden points out,"We’re not trying to disâ€" criminate in any way." The Township is providing the "Fami- ly designation to protect the Park from an influx of alcoholâ€"related row- dyism.Family campers are leery of hav- ing their stay disturbed .Mr.Bud Donâ€" ald explains: "Incidents of rowdyism and vandalism caused by the abusive use of alcoholic beverages have reached the stage where necessary corrective measures have to be introduced in order to maintain efâ€" fective and reasonable control of park operations;Past experiences have indi- cated that the majority of unruly camp- ers involve non-family campers whose lack of consideration is making their stay in the park unbearable." Lower Beverly Lake Park has experi» enced an increase in disturbances since the introduction of stricter controls on unruly campers at Provincial Parks. Mr.Donald points out ,"Provincial Parks have the authority to arrest and charge unruly campers. We don't have that authority." By designating the Park as "Family Only",Council has given Mr.Donald the authority to refuse entry to campers he suspects as trouble-makers.
