Britain Plans Reconciliation of Jews and Arabs Foreign Secretary Proposes To Place ProK«m Before World Tribunal That there should be riots in Palestine and a fury of protest from the Arabs . because the gov- ernment of the United Kingdom plans a permanent settlement by conciliation of one of the bitterest controversies in the world today, is something hard to understand. Il must be that the implications of the plan are not clearly under- itood, comments the Ottawa Citi- zen. The British Foreign Secretary, Mr, Ernest Bevin, emphatically says that he wants to settle both the future of Palestine and the fu- ture of the .'Vrab peoples of the Middle Eeast, "in a constructive way and in a humanitarian spirit.'' So lie proposes to place the problem squarely before thi; Lnited Nations Organization â€" in other words, before a world-tribun- al. What is wrong with that? Probkm for U.N.O. The nomination of a joint Bri- tish and United States committee of inquiry is not a mere evasive de- vice as some critics think. Tlie committee's inescapable duty will be to make positive proposals for a political and economic settle- ment. These proposals will then be submitted by the United King- dom, as the mandatory pov.'er, to the United Nations Organization with which the final decisions will rest. Agreement between Jews and Arabs will be sought at every stage of the proposed inquiry. There will be ample discussion and every effort at reconciliation; for it is British policy, as laid down by iir. Bevin, that nothing can be settled by force and that radical and religious prejudices must be allayed and, if pos-siblc, overcome. Three Stages of Plan In detail, the settlement plan will proceed by three stages. First, the United Kingdom, as the man- tlatory power, will seek agreement w'th the .Arabs to ensure that the present rate of Jewish immigra- tion into Palestine, 1,500 a month, shall continue for the time being. Secondly, it will be the duty of the .Xnglo-.Anicrican committee of inquiry, "with the utmost des- patch," to ascertain, as a prelimin- ary, how many wish to migrate to Pf.lestino, and how many Palestine can economically absorb. On the outcome of this investigation both governments pledge themselves to propose an interim solution for Jewish scttleniont both in Palestine and outside il. Thus, it is clear that the present limit on Jcwisa iirniigration will continue only un- til the committee's recommenda- tions can be put in force. Xhe third stage is that dealing '"^n-ith the long-term solution.
