Mr. Lapointe^ i took the ground that truth will was untterably opposed to it. Mr. Cahan of Montreal greatly feared legal complications, but sympathy for the bill was shown by all parties and groups. It would easily have gone through had not the hour for private bills expired too soon. It will come up again. Mr. Lapointe and I rather lost our temper oyer it. Because a law was ra operation in 1855 is to me no good reason why we should still be using it, if con- ditions have changed in the mean- time. And who will deny that the Whole position of woman has chang- ed in the last twenty-five years. Mr. Bennett's speech was so clear and for once, so concise, that quoting it gives a complete idea of the Bill. "I am perfectly certain, unless we endure, and the sunlight of public- ity will kill error. Mrs. Robb had a small luncheon In their private apartment at the Cna- 1 teau for Mrs. Ross, the wife of the Australian Trade Commissioner, on Thursday. I enjoyed it. I partic- ularly liked Mrs. Robb. The House did not sit Thursday. A little danc- ing party topped off the holiday, and on Friday public works estimates pas- sed rapidly through a dull House, with an hour of divorce bills from eight to nine. So that is another week. â€"AGNES C MACPHAIL. M'mchout • Stem measures have been adopted by Police for deal- ing with motorists who drive with faulty brakes. McTAVISH & SON' Flesherton. Ontario. j At thii season of the year, in many /centres, the budgets of the various I municipal and country services are , being: considered, health services to- gether with the othert. The public money which is devoted to health work represents an invest- / ment in disease prevention and health promotion. It is a well-established ! : lact that the proper expenditure ot' â- â-  j certain sums of money will bring a- | ! bout a reduction in the amount of : ' illness and the number of deaths. ! There is, of course, a limit to the re- j duction, and that limit is set by the knowledge which we possess. We ' can deal successfully with many dis- j eases because we know enough about i them to combat them successfully. , With regard to others, we are not as yet able to do so because we have not the knowledge whi'Ch would en- able us to conquer them. ( When the question of expendi- â-  ture is considered, all citizens should realize clearly that if reasonably suf- \ ficient funds are provided, he is act- i I ually, through his taxes, buying . â- â-  community health insurance for his I ' own protection and for ihat of hii ' family, his friends and his fellow- ' ' citizens. If a reasonable amocnt of â-  â-  money is not spent en health work, I then one reverse occurs, and each per- son â€" adult and child â€" will be need- | lessly exposed to the dangers of . preventable disease. The burden ' i and expense of disease does not fall I ' evenly. Someone may feel that he j has saved a dollar or two and escap- , ! ed sickness, but some individual, some i ! family, will have that burden and ex- ' pense. The community may have to pay out far more in the care of the ' : orphans, or in hospital bills, than the health department costs. One epi- demic costs many times the upkeep of an adequate health department. Money should not be wasted; it should be properly spent. Every city, town or country should have suf- ficient money for health work, and should see to it that it is properly spent.
