(/Continued from last week/) The proceedings of the Council up to close of Wednesday's session, were given last week, except the following Standing Committees for the year, and several notices of motions for grants for bridges:--/Finance/--Messrs. Messenger, McKenny, Robertson, Caulfield, Gilray, Moffatt, Oldham, Totten, Lang, McGirr, Rogers, Bowes, Thompson, Bearman, McNaught, Agnew, Chisholm, and McGregor--McKechnie, chairman. /Roads and Bridges/--Messrs. McIntyre, McMilton, McCormick, Clark, Fawcett, Bearman, D. McMillan, McCallum, Lemon, Miller, Burns, Shute, Garvie, Boland, Hewgill, Widmeyer, and Burns--Clarke, chairman. /County Property/--Messrs. Christoe, McLaren, Fox, Bingham, O'Farrell, Burns, Moffatt, Swanson, and Boland--Christoe, chairman. /Education/--Messrs. Gilray, Christoe, Agnew, Hewgill, McKechnie, Rogers, Clark and Lang--Gilray, chairman. /Printing/--Messrs. Lang, Miller, Kerr, Robertson, Clark, Gilray, Bowes--Lang, chairman. /Communications and Memoials/--Messrs. Moffatt, Totten, McNaught, Oldham, McGirr, McKenny, Chisholm and McGregor--Moffatt, chairman. The following notices of motion were given: From the Reeve of Glenelg and Holland asked the Council to appropriate a sufficient sum to bridge Allan's sink hole on T. and S. road; from the Reeve of Euphrasia and Holland for a grant of $600 to bridge the Beaver river on town line between their townships; from the Dep. Reeves of Artemesia and Glenelg for a grant to build a bridge across the Saugeen river on townline between their respective township; from the Reeves of St. Vincent and Sydenham for a grant of $125 for a bridge on town line between those townships. Council adjourned till 2 p.m. on Thursday. _Thursday._ The Warden read a number of communications, which was referred to the various committees. Mr. McKechnie presented report No.1 of Finance Committees, recommended a grant of $25 to Prisoners Aid Association; also a grant of $50 to [31] Grey Batt. [Riffie] Association, which was adopted. The matter referred to in the notice of motion on Wednesday were all referred to the Road and Bridge Committee. The warden was authorized to get legal opinion as to liability of Council to pay for bridges on county line between Simcoe and Osprey. Mr. Thompson, seconded by Mr. Miller, moved that a committee of seven be appointed to report as to the best means to preserve and protect the interests of the county in regard to the gravel roads constructed with county moneys. The above motion was lost by a vote of 21 to 22. /Yeas/--Christoe, McArthur, Boland, Bingham, Messenger, McCallum, Robertson, Garvie, Moffatt, J. A. McMillen, Oldham, Shute, Thompson, Lemon, McLaren, Chisholm, Fox, Miller, Agnew, Burns, McKechnie--21. /Nays/--McKenny, Kerr, Hewgill, Gilray, Fawcett, Caulfield, McCormick, Swanson, Totten, Clark, Lang, O'Farrell, Widmeyer, McGirr, McIntyre, Rogers, D. McMillen, Bearman, Stewart, Bowes, McNaught, McGregor--22. Mr. McKechnie gave notice he would apply for a grant for $250 to each of the Municipalities of Artemesia, Glenelg, Egremont, Normanby, Bentinck, Collingwood, Holland, Dundalk to assist in the erection of lock-ups, provided that the respectine municipalities give an equal amount. Mr. Agnew gave notice that the town of Meaford would require this Council to erect a new bridge over Big Head river on Main Street in the town of Meaford. Mr. Caulfiels gave notice of application for a grant of $200 to build a bridge over Thorp's creek, on county line between Egremont and Arthur, providing the County of Wellington gave an equivalent. Mr. Thompson gave notice of application for grant of $300, to repair deviation on gravel road through Sydenham. Mr. McKechnie, seconded by Mr. Burns, moved that a memorial be forwarded to the Lieut. Governor in Council paying that the private bill /re/ new county formation, by which it is proposed to detach Proton, Egremont, and Normanby from this county, to be permitted to pass, as said bill would be detrimental to the best interests of this country. The Council adjourned till 2 p.m. Friday. _Friday._ Report No.2 of Finance Committee, report No.1 of County Property, and Education Committee, on Treasurer's securities, were read. Report No.2 of Finance Committee was considered in committee and adopted, recommending that $25 quarterly be granted and paid to Mrs. G. J. Gale, widow of the late Clerk, during the term of her life; that $25 worth of bank forms be furnished W. Armstrong; that matter of application from Keppel for $100 as equivalent to county rates on lots resumed by the Indian Department, be laid over till June session; that in the matter of by-law 147 /re/ Durham and Glenelg the Treasurer prepare a statement of assets and liabilities of the same. The Council then considered in committee and adopted report No.1 of Road and Bridge Committee, recommended payment of account for Bruce of $50 half cost of approaches to Hanover bridge; but not recommending payment of account for $141 half cost of repairing bridge at Singhampton--believing it would be a dangerous precedent. Report No.1 of County Property recommending some improvements in the jail premises, and payment of accounts for work done; report No.1 of Education Committee, recommending payment of School Inspector's expences, &c.; and report of Committee on Treasurer's securities were passed. Moved by Mr. Oldham, seconded by Mr. Thompson. That the County take up the gravel road formerly constructed by the Coucil, and that township bridges or money equivalent; be granted to those townships not interested in gravel roads, and that a committee be formed of the Reeves of Owen Sound, Meaford, Egremont, Kepple, and the mover, to present a workable scheme to accomplish the above named object and report at the June session.--/lost./ Moved by Mr. McNaught, seconded by Mr. Totten, That a committee composed of the Reeves of Owen Sound, Euphrasia, Artemesia, Normanby, Glenelg, Dundalk, and the Dep. Reeve of Kepple be a committee to prepare a scheme in regard to putting the leading roads in the various municipalities of this country in a proper state of repair, and report to this Council at the June session--/Carried./ The County Property Committee were instructed to take means to protect the Court House buildings from danger thro' leakage in the roof. Mr. Thompson, seconded by Mr. Burns, moved that a committee be appointed to take into consideration the propriety of establishing a County House of Refuge, and ascertain probable cost of buildings and maintennance of the same--/lost./ By-law No.358, to extend the time for the return of township assessment rolls to July 1st, was read first and second times. The Warden and Clerk was instructed to memorialize the Minister of Education, praying that he may confirm the 4th clause of report No.2 of Education Committee, as passed at December session. The motion of Mr. McKechnie, seconded by Mr. Burns, for a grant of $250 to certain municipalities to build lock-ups was lost. The application of the Reeve of Egremont for a grant of $200 to build bridge on townline Egremont and Arthur, was refered to the Road and Bridge Committee. The Council adjourned till 9 o'clock to-morrow morning. _Saturday Morning._ Report No.2 of Road and Bridge committee was read, recommending that the various applications for grants for bridges, &c., be not entertained; but that all bridges on county or township boundaries for which counties are liable according to statute, be assumed by this County; also, that a sum not exceeding $20 might be expended by the Reeves on any such bridge needing repairs, and where they find it necessary to build a new bridge, to report on the same at the June session. After spending some time in committee on the above report, it was passed without amendment. Report No.2 of County Property Committee, recommended repairs to roof of Court House, was read and passed. Report No. 2 of Education Committee, was read, recommending payment of account of Mr. Geo. Inglis and Rev. G. Washington, presiding examiners; and that the Council hold themselves responsible for payment pf presiding officers charges at examinations referred to in December report, except the town of Owen Sound. After some discussion in committee the report was passed, the latter clause was added. A motion to refer the report back to committee, that it was deemed advisable to pay accounts of A. Davidson, A. Grier, Jno. White, and F. W. Merchant, /re/ examinations was lost. Report of Printing Committee, recommending payment of some accounts, and that tenders for the different kinds of printing be advertised for, to be presented at the June session was read and passed. The report of Committee on Communications and Memorials, was read and passed, recommending that request from Owen Sound Board of Trade asking this Council to join them in petitioning the Dominion Government to grant a rubsidy of $3200 per mile to the Georgian Bay Railway Co., to assist in extending their railway from Tara or some other place to Owen Sound, be acceded to; that the Council join that of Perth in sending delegates to represent the interests of farmers at an interview witht he Government by engineers respecting the Drainage Act of 1883; that the council join that of Hastings in a memorial to the Legislature to pass an act locating preliminary lunatic assylums in contiguous groups of counties; also that a memorial be forwarded asking a measure that will allow the optional privileges of the Torren's system of land transfer to Ontario. By-law 358, to extend the time of assessment of townships to July 1st; by-law 359 appointing Reeves and Dep. Reeves bridge commissioners for their respective township, were passed. On motion, the legal opinion of J. Creasor, Esq., as to the liability of the Council for bridges on county and township boundary lines, was ordered for the use of the Council. The Reeve of Glenelg was authorized to attend at the proposed interview with the Government respecting the Drainage Act. On motion of Mr. Chisholm, seconded by Mr. Thompson, the Public Property Committee were instructed to place an electric light in front of the County Buildings; also to procure a Union Jack Flag for the County Buildings--In honor of the jubilee year of our beloved Queen. The Council adjourned to meet in Owen Sound on Monday, June [29th] at 7:30 p.m.--A motion that the June session be held in Meaford being lost.
