There are open houses held, and lots of opportunity for anyone in the public to review the plans and submit comments. But digesting those comments and rewriting the plans, is under the control of the MNR. The forest industry, environmentalists, native organizations, and all kinds of other groups and individuals with an interest in those timber plans have been pushing the com- missioners to take that control out of MNR hands. Each level would receive technical advice from supporting panels of experts. The provincial level would have a lot of say over the province's entire wood supply and the way its managed. Regionally, questions of timber allocation among competing companies and interest groups would be sorted out. Locally, detailed plans for actual day to day forest opera- tions would receive intensive scrutiny by permanent advisory bodies, better equipped to sift through the specifics and techni- calities than an ordinary citizen, walking in to an MNR-controlled open house. Under the industry's proposed new system, the MNR would still have a technical support role, but it would no longer be in control. Non-governmental organizations would be represented at all three levels of the planning process. The industry's willingness to suggest, let alone participate in such a radical transformation of timber management planning, is only one example of "news" from the hearings the public should know about. The hearings, despite their technical complexity and voluminous detail, will lead to a new system of forest man- agement in Ontario. But the lack of media coverage as the details of all these new changes are dis- cussed, means the public could wake up some day and realize they've missed a chance to write the new forestry rule books. The people who marched, sang, and cleaned up for Mother Earth April 22nd still have a chance to speak up about all this. The timber management hearings will begin a series of more infor- mal public hearings soon, in over a dozen centres across the north, where "ordinary northerners" can have their say. The commission- ers conducting the hearings have promised to give as much weight to the public comments as they give to the heavy technical pre- sentations at the longer formal hearings. Mother Earth, I'm sure, will be watching what happens at those hearings, with interest. 12 HOUR ALLERGY RELIEF loading.
