Page 6, News, Wednesday, February 24, 1988 Several changes at hospital during the last year Following is a brief look at : events that took place at the McCausland Hospital in 1987. *The hospital hired three new doctors. They are Dr. Marc Marion, Dr. Christina Marion (Fernandez) and Dr. .Jan Raczycki. Dr. J.E.M. Rose left. this area to practice in Toronto and Dr. Bailey left to practice at his home in Peterborough. *Anne Phillps, the past-chief laboratory technologist, left for Dryden, Ontario, with her hus- band, past-Police Chief of Terrace Bay Russ Phillips, and their chil- dren. Dr. Richard Lipowski replaced Phillips. He is from Orillia. *The hospital hired an Emergency Medical Care Assistant (EMCA). He is Dave Allan from Fort Erie. The hospital also took over operation of the Terrace Bay por- tion of the North Shore Ambulance Service last April 1st, now called the McCausland Hospital Ambulance Service; Manager, Dave Schinbein. *Several new nurses have been_hired by the hospital over the last year. It was an average turnover with all positions being filled. *The hospital has been com- puterized on IBM; they have a direct link to the Ministry of Health in Toronto. The computers were installed by Computerland in Thunder Bay. The computers now save the hospital staff a lot of time doing tasks like budgets, record keep- ing, etc., and there are a lot less errors. There is more time now for patient care and planning. *The McCausland Hospital became a smoke-free environ- ment as of Jan. '88. It is now a condition of employment at the hospital that there is no smoking in the build- ing. *The hospital has made a pro- posal to the district health council in Thunder Bay for 20-bed . extendicare. This would serve persons who . need more. than three hours of nursing care per day. The hospital's foundation was originally. built with the intention that someday a higher level could be built. The area for extendicare would be a second floor. The hospital plans to have the 20 beds plus a senior citizens' day care, a chapel, space for occupa- tional therapy, an all-purpose room for recreational purposes, and diabetic daycare counselling. *Jennifer Gatz, the former food service supervisor, has left the hospital for another job in Southern Ontario. Gatz had been at the hospital for eight years and wanted a career change. Melanie McKenna, director of dietary services, will now oversee Gatz' previous duties. MccKenna is a dietician grad- uate. *The hospital has a new phys- iotherapist, Andrew Pearce, imported from England. These types of doctors are scarce in Canada so the hospital looks for these. professionals overseas. *Harry Roos, formerly a part time X-ray technologist, left ' Terrace Bay for a full time pos- 'tion in Manitouwadge. Roos was replaced by Wendy Ylijoki of Schreiber. *The hospital took part in an underserviced area recruitment program during October. 'Professionals that are hard to find are sought during this pro- gram; such as doctors, occupa- tional therapists, dieticians, etc. It is basically a job fare. This program is funded by the town councils of Terrace Bay and Schreiber and by the hospital and the ministry of health. The amendment area is located 1/2 kilometre north of Highway 17, approximately 2 kilometres east of the Gravel River. The proposed amendment will be approved after March 9, 1988 unless objections to the oct Saget proposal are received by that date. The McCausland Hospital had very little on the table; there have been no labour grievances in any of the hospital's unions for a good number of years. Both groups received a five percent increase in wages; the nurses' association for the next three years and the SEIU for the next two. years. Quite likely the 'intended' purpose of the build- ing was only to provide recre- ational services to the public. _ Terrace Bay's rec centre has likely benefited from. major gov- ernment grants over the years, especially during recent renova- tions (it's hard to find one in Ontario that hasn't). If it has, any funding con- tracts would have stipulated these dollars were to be used for provision of recreational and community needs only. The ptesent snack bar opera- tion would always have been considered as a service provided to the 'users' of the centre. However, providing leased space to an A&W franchise operation clearly goes beyond the mandate of serving the rec centre's users. It is a direct inter- ference with the commerce of the -udypsiness*sector 2 No one doubts that a small community needs an active, aggressive, forward-moving, competitive business climate. Such provides consumers with better levels of service and product variety. A municipal council's purpose is to maintain and administrate the holdings of the municipality and it's infrastructure- to provide public and social services only- not commercial enterprise. The fine line shouldn't be crossed. Council has crossed the fine line. Doing so has set a prece- dent. If Birchwood Terrace were to close, would such a precedent allow council to seek out a motel chain to take it over? How would local motel operators feel about that? If the bowling lanes were ° closed up and a grocery chain wanted space in the centre, could council then lease space for that purpose? .. How would local grocers feel - about it? Where is the chamber of com- merce?*Has it not seen a need to -- keep council out of the business _ sector? Or, is it every man (or woman) for himself?
