A large, five-ton rental truck was investigated which lead to the arrest Of-four persons; three brothers and one cousin. They were charged with three counts of break and enter, two which occurred near Montreal River Harbour, and one at the - Manitouwadge turn off on Highway 17. Property recovered from the break and enters totals $30,000, Terrace Bay Police told the News. This lead to more charges being laid; three for possession; one for possession over $1,000 and two for possession under $1,000. The four were also charged with being in possession of instruments of shopbreaking. Of the property recovered, $25,000 of it was tires- large, transport tires. Paul Arnold Collins, 20, of Garson, Ont., Alexander Clement Collins, 21, of Markstay, Ont., Walter Samuel Collins, 22, of North Bay, and Terry Donald Collins, 22, of Garson, were charged. Thunder Bay man dies at mine- third death at Minnova's Winston Lake By Ken Lusk The News Another fatality at the Minnova Inc. Winston Lake mine now brings the total number of deaths there to three in about the same number of.years. Marco B. Caputi Jr., 27, of Thunder Bay, died en route to the McCausland Hospital after his arm was torn off at the shoulder in a conveyor belt apparatus. The Schreiber detachment of the Ontario Provincial Police investigated the accident and report it occurred at 3:55 p.m. on Monday, December 14, 1987. He was transferred to a North Shore Ambulance Service ambu- lance about eight miles south of the mine. Caputi was then attended to by Drs. Jan Raczycki and Marc Marion. Caputi was employed as a millwright with Dominion Bridge, head office in Winnipeg, Man. An inquest into the accident is mandatory in mine fatalities but an exact date has not been set. Dr. Keith Wilkes is the presid- ing coroner. OPP say an inquest will prob- ably be held early next year in Schreiber. The accident is being investi- gated by the Schreiber detach- ment of the Ontario Provincial Police and Mr. Ted Blake, on behalf of the Ministry of Labour. Superintendent of Employee Relations for Minnova Inc., John Smrke, could not comment in- depth about the accident. He did tell the News that the inquest will determine the ulti- mate cause of the fatal mishap. "It appears to us (Minnova Inc.) a worker inadvertently (got caught) in a conveyor," said Smrke. ' Smrke was saddened by the worker's death but he is confident the mine will start to produce its concentrate early in the new year, as planned. | The accident did not occur in the concentrate complex but just adjacent to it, he said. Work will continue through the commissioning stage (test of all components) to get ready to pro- duce the concentrate. _Smrke said he "does not Next month: PSs me AS expect an extremely long delay" due to this terrible accident. Smrke added the Ministry of Labour asked Minnova Inc. to ensure that the mine is in com- plete readiness before the convey- ors are again turned on. On-site inspection Smrke said the coroner (Keith Wilkes) was escorted through the site late Tuesday evening, the Ministry of Labour was on-site on the day of the accident, and the OPP investigation started on Monday as well. Smrke said on Tuesday, the OPP continued their investigation and representatives from the min- istry were on-site for the greatest part of the day. Interviews with persons were conducted that day in order to piece together and re-enact the setting of the accident Smrke said. ; Smrke told the News the mine's fatality rate is "out of what we want it to be- the fatality fre- quency is quite high for the size of the mine and the fact it is not in operation yet. "We're not happy with what has transpired." Smrke said the situation is out of Minnova Inc.'s reach because the worker who died is not a Minnova Inc. employee. Caputi was employed by Dominion Bridge and the other two men who have been killed at Winston Lake were J.S. Redpath employees. In 1985 a Redpath worker was killed when an eight-foot ceiling fell and crushed him. On July 5, 1987, another J.S. Redpath employee died as a result of a fall in a shaft. see page 3
