Hyer said he does not believe Pollution Probe has endangered jobs- workers should control their own fate and destiny in case K-C does pull out of the North. "By then studies must be completed (that will' pinpoint) the technologies essential... to meet the toxicity (re- quirements). Critical decisions will have to be made."' . District Officer Jim Drummond, in reading through the Control Order, said that if compliance is not possible (to toxicity re- quirements) alternate toxicity pro- grams will have to be developed, even if it means shutting down the mill. If the mill is shut down, there will be no effluent. The company (K-C) will then be able to meet the requirement he said. Aside from toxicity, Kimberly- Clark must also continue to im- prove suspended solids, biochemical oxygen demand and air pollution at their Terrace Bay mill. Aesthetically speaking, K-C must also impove the appearance of the effluent canal as it crosses Highway 17 by December 31, 1987. This would include strengthening of the embankments there and visual screening.
