The preliminary draft of the Slate Islands Provincial Park Management Plan, which calls for a minimum amount of development at the park, has been released by the Terrace Bay District Office of the Ministry of Natural Resources, and area residents now have until Dec. 15 to forward their comments on the plan. Jim Chappel,.MNR Parks Super- visor, said an open house on the plan will be held at the Terrace Bay office on Nov. 13 from 2 to 8 p.m. The plan was Officially released on Oct. 27, and was partially based on the com- ments received following the initial open house held in February. "'The comments then were quite good," Chappel said, adding that there were over 80 letters received from the public, many of which fit in- to a "'fairly consistent pattern."' Most respondents asked for a high quality, minimum development plan, and Chappel said the Ministry has tried to reflect that request in the draft plan. The Slate Islands Park is located in Lake Superior about 13 kilometres south of Terrace Bay. He said in formulating the draft, he and the rest of the planning group went with a compromise between Op- tion One and Option Two of the plan. Three different options were releas- ed with a Background Information package earlier this year. Option One was the least develop- ed of the three, while Option Three was quite developed in comparison. Chappel said the draft plan would establish hiking trails, as many peo- ple had asked for that, along with ad- ditional access points, a number of docks, and fire pits at camping sites. "Very few wanted a highly dev- eloped park," he explained. "Many didn't want any resorts or commer- cial tourist establishments there."' He also said there wasn't a great deal of argument over mining possib- ilities at the park. At the moment, mining exploration is allowed on the islands, though the last wide scale ex- ploration was conducted back in 1960 to 1963 by Kimberly-Clark. "It's just very small scale right now,"' Chappel noted, adding that the mining mandate has been taken away from the MNR anyway. If a company does come forward with a request for mine at the park, Chappel said public hearings would have to be held by the Ministry of Northern Development and Mines. He said such a mine is not anti- cipated, although the islands do have "*good mineral potential." According to the draft plan's Sum- mary of Public Consultation, the maj- ority of the people who commented on mineral exploration and develop- ment were opposed to any form of mineral development or exploration taking place. Chappel admitted that it could be a number of years before the plan is actually implemented, depending on funding from the Ministry. Right now, though, he said he would like to concentrate on getting the plan completed. The final plan is to be approved by the provincial government by March 31 of next year. A number of Natural Environment Zones will be established at the park by the plan, which will also call for at least three Nature Reserve Zones and a Wilderness Zone.
