Fifteen resolutions, all unanimously sup- ported by all area Cham- bers, are to be brought to the attention of the Premier and Cabinet. The following resolu- tions are to be present- ed: (1) To the Ministry of the Environment on In- dustrial Waste Inven- tory: Be It Resolved that the Province of On- tario direct the Ontario Waste Management Corporation to carry a complete inventory of significant industrial wastes prior to the in- troduction of any new age regulations affect- ing their disposal. (2) To the Ministry of Health, Community and Social Services re- garding Senior Citi- zen Accomodation: Be It Resolved that the appro- priate Ministries expe- dite services to senior citizens and provide the required facilities tailor- ed to the needs of the individual communities. (3) To the Ministry of Education concerning Equal Education Oppor- tunities: Be It Resolved that the Minister of Edu- cation be requested to review the formula for sharing of the educat- ional burden in northern communities, and to im- mediately assume res- ponsibility for the equal opportunity of education in the northern com- * munities until such an equitable formula can be created. (5) To the M.T.C. on 'Log Hauling: Be It Re- solved that the Ministry of Transportation and Communications, the Ontario Provincial Po- lice and the forest in- dustry step up their en- forcement of existing regulations. (6) To the M.N.R. on Resource Planning: Be It Resolved that the Pro- vincial Government es- tablish an appropriate vehicle to recognize the valuable and worth- while contribution by the residents and busi- ness communities of Northwestern Ontario at the inception of plan- ning for resource based projects. (7) To the M.N.R. on Walleye Rearing Ponds: Be It Resolved that the Ministry of Na- tural Resources with as- sistance from the -De- partment of Fisheries and Oceans (Canada) develop walleye rearing ponds in the back bays of Northwestern On- tario lakes to restore val- uable walleye fisheries to their previous levels. (8) To the Govern- ment of Ontario con- cerning several agree- ments with native groups and Strategic Land Use Plan for NWO because of the upset the communities and indivi- duals have expressed over such agreements and plans: Be It Re- solved that full disclo- sure and open consulta- tion be made with all parties who may be af- fected in advance of any such agreement so that long-term economic planning can be done by such communities or in- dividuals and they may display confidence in our government. (9) To the M.N.R. on Log Exchanges: Be It Resolved that the Min- istry of Natural Re- sources insist that meaningful log- pulpwood-chip ex- changes be negotiated between companies with adjacent sawmills and pulpmills. ; (10) To the M.T.C. on Service Road Im- provements: Be It Re- solved that the Ministry of Transportation and Communications act to bring this service road up to the standard of a secondary highway. (The roads being dis- cussed are the insuffi- cient link between Hwy. 17 in the area east of Thunder Bay and Hwy. 625 from Caramat to Hwy. 11 and Hwy, 614 to 17 and the service road between Caramat and Manitouwadge of approx. 96 km. present- ly under consideration to be used primarily as a wood hauling road). This would benefit all communities located on Highways 11 and 17. (11) To the Ministry of the Environment on Waste Disposal Assess- ment and Control: Be It Resolved that the Min- istry of Environment streamline its decision- making process for new waste management Sites. rooms. (13) To the Ministry of Northern Affairs on the Royal Commission on the Northern Environ- ment concerning the large sums of money which have been spent on this study and the fact that the report is now several months overdue and that ex- tension after extension has been granted to the Commission. Be It Re- solved that the Minis- ter of Northern Affairs ~ instruct the Royal Com- mission to produce a final report by Decem- ber 31, 1983 and that all further funding be pro- vided only towards the production of the final report. (14) To the Ministry of the Environment on En- vironmental Assess- ments: Be It Resolved that the authority of the Environmental Assess- ment Act be removed from those municipal projects which repre- sent an orderly de- velopment of community infrastructre, and fur- thermore, that whenev- er the authority of the Environmental Assess- ment Act is imposed on municipal projects that all other approvals be automatically granted following an approval of a project by the En- vironmental Assess- ment Board. (15) To the Ministry of Natural Resources con- cerning Crown Land Acquisition: Be It Re- solved that all Ministries support the govern- ment objectives - by specifically expediting their respective Minis- try approvals to ensure that property for facili- ties is available to meet those objectives.
