It is difficult to reply to Mr. Stokes without having additional details to those which he supplied. For example, a fee of $28.00 for one x-ray and one filling might be very well justified. This depends on the size location, depth etc. of the decay. This can only be determined by reviewing the x-ray and seeing the relevant records of the dentist.
