Garry Road and Superior Ave. Councillor Bray discussed the decision of the Engineering Services of the Department of Highways who had done an extensive study of the hazards of crossing the highway by children on their way home from school . These studies were carried out during peak hours at three signed and marked school cross- ings. Quote from the report = "During an obser- vation period from 12 noon to 1.15 p.m. a total of 89 pedestrians crossed the highway, including pedestrians that either walked a bicycle or rode it across the highway. Out of this total, only 18 children elected to cross the road at the marked cross-over; 36 children and 9 adults jay-walked across, nowhere near the cross-over; 14 children rode their bicycles in criss-cross fashion; 7 children walked across at points halfway between No. 1 and No. 2 crossings; between No. 2 and 3, 8 children were playing and throwing objects at each other while crossing at some distance from the cross walk, bringing approaching vehicles to a stop and causing drivers to sound horns; 2 children crossed back and forth several times in the vicinity before finally heading to school; other children were ob- served riding bicycles continuously reverting directions from the centre line to the shoulder of the highway in complete disregard for other traffic. Some of the conclusions of the report were:= "Pedestrians, notably children, show a complete luck of responsible traffic behavior, by utterly ig=- noring the most basic safety rules for crossing this or any other highway. This complete disregard for traffic represents a hazard and a challenge to even the most careful driver. They recommended that, under existing regula- tions, school crossings would be signed and marked on Provincial Highways by the Department, pro- vided that the municipality or school board gives an assurance in writing that either a Policeman, Adult Guard or School Safety Patrol supervises the crossing during peak hours of pedestrian traffic. Reeve Cavanaugh brought before Council the matter of July Ist celebrations, as they have taken place over the past years. He discussed the pos- sibility of replacing the usual display of fireworks with a joint effort between the Township and a local organization, which would include all the children of Terrace Bay. This will be discussed further. Reeve Cavanaugh also brought to the attention of Council the advisability of holding an Advance Poll before election day which will take place on December 7th. Purpose of an Advance Poll is to provide voters who expect to be out of town or confined to hospi= tal, an opportunity to exercise their franchise three days prior to the General Election. The earliest possible date would be Friday, December 4. The Reeve and Council questioned the cost of holding an Advance Poll for a possible four or five voters. : Comments from the public to the Reeve and Coun- cillors on this matter will be welcomed.
