Sunday Midnite, "THE PRINCE --- Joel McCrae - Barbara Hale IIE WS EDUCATION ' NEW GRANT SYSTEM TO START THIS YEAR, WILL BE BASED ON EQUALIZED ASSESSMENT A complete revision of school grants to be introduced this yaar, has been announced - by Premier Leslie M. Frost. The new grant system will be based on three factors -- equalized assessment, school attendance and pupil increase, "For the first time," declared the Premier, "equalized cssessment will be used in determining schoo! grants. Our school grants have reached huge proportions and are going to be greater. They cannot be based upon a system of loca! assessment which varies as between municipalities." The Assessment Branch of the Department of Municipal Affairs has been concentrating for three years on a system of equalized assessment throughout the vrovince. iKeferr- ing to it, the Premier said: "No one -can say that any equalization is completely accurate. The only way this could be achieved would be by a common, province-wide assessment by the same officials." The Premier felt, however, that the equalized assessment system which will be used for school grant purposes is essentially fair and more just than the system that has prevailed until now. Discussing the second factor upon which the new grant system will be based, Mr.Frost said that the population of municipalitics used to give a reasonably accurate indication {cont'd next col.) School Grants (cont'd) of the number of school children, but that this assumption was no longer valid. The rapid growth of the Province had changed all this. "Hereafter," he said, "the number of children in attendance is what will count." This principle, he went on, was recognized in the 1955 revision of grants and was then applied to some municipalities. It will now apply generally throughout the Province. The Premier then outlined the third factor, the growth need factor or pupil increase. This would be a radical innovation, but one called for by special conditions of growth in Ontario. "We have municipalities in Ont- ario, said Mr. Frost, where perhaps in 1957 there were only a handful of pupils whereas in 1958 there will be hundreds." The Prenier also indicated that further refinements will be introduced in 1959 in the grant system. Limon arriving to give us a weekend of professional instruc- tion, As mentioned previously, this course is open to non-members, and even one weekend can prove interesting and educational. Even if you do not think you will be able to take auvautage vi cue next 3 or 4 monthly sessions, but are interested in some instruction, contact any member of the Art Club or drop in Thursday night for further details. The weekend consists of nine hours, beginning Saturday afternoon, February 15th, Saturday evening, and Sunday afternoon. Some supplies are available, including oil canvasses. The regular Thursday meeting is at 8 p.m. in the larze meeting room of the Recreation Centre.
