Beginning with the mission statement, the plan focussed on areas such as regional tourism, hospitality, community beautification, long range infrastructure development, rural lifestyle, education, regional agencies, establishing small business/industry, investment readiness and the pursuit, support, promotion and enhancement of each. Josh will present the final draft statement with amendments at a future meeting. The NOSTA Memorandum of Understanding will be drafted by Josh and presented to council at a later time. The point is to keep it standard and maintain payment (based on population) while receiving the same services. Josh did advise that the membership fee may increase slightly. A deputation was made by Marvin Broughton with regards to a Wind Energy Research Facility. While at the Sports-dome, students were able to participate in many of the activities and games available such as: miniputt, basketball and paintball. The St. Edward Catholic School students kicked off the 24-hour soccer game at 4:00 p.m. After an hour of soccer, the students were then relieved by another group of students. The soccer game continued non-stop for 24 hours. Along with this is the lack of wind turbine designs, the problems of icing up in these regions and the ongoing need for research on these wind turbines. This research facility would cost $10-20 million and create 10-15 jobs, including international scientists. It would be a place to train technicians who would then go wherever there are wind turbines. Most of the funding for this project would come from the government. Mr. Broughton stated that this would be an exciting opportunity for Dorion, and all that is needed is the will of the municipality to accept this proposal in principal. Reeve Tolmonen wondered if possibly we were too late in light of the government funding received by Confederation College ($1 million) two years ago for education in energy? What about Sault College and programs with turbines? She declared that it sounded like a wonderful opportunity for our area, but that more research work needed to be done. Council requested thirty days before responding to this proposal. Mr. Broughton concluded that this would be the first North American facility dedicated to research and training at this time.
