A decision was reached on how to distribute the grant - with $6000 being set aside for the Figure Skating Club for fall 2008 restart up; $8700 to the Curling club; $7000 to the North Shore Golf Club; $3100 set aside with Recreation for some special events in 2009 in conjunction with the 100th Anniversary celebrations and the bulk of the grant of $10,500 to go to the Recreation for distribution to the hockey and to help lower fees for individuals in sports. There will be funding available through Infrastructure Ontario for large projects and council spent some time discussing if they would be able to apply for funding for the balance required to build the Library-Municipal office building. The sewage plant is in need of funding but it over the limit allowable. CAO Mannila will be following this up for more information. The Thunder Bay District Social Services Advisory Board will have funds available to help low income families with young children who might need drinking water if there are lead pipes in the home. As far as Public Works is aware there would not be any in Nipigon in this category and anything that might be close would be some lead solder, which can be cleared with letting a tap run. Council approved a request from the Fire Department for the Chief and Deputy to attend a training course in Thunder Bay. Funding through Celebrate Ontario has been announced and Council heard suggestions from a large tent for outdoor events, to the arena sound system to Celebration signs. The 100th Anniversary Committee will be one of the groups looking at this type of funding. The township had submitted an application for a grant, to Northern Ontario Heritage Fund, for a feasibility study on having a district recycling depot operate out of Nipigon. The application did not get processed but was turned down. Mayor Harvey feels that the reasoning is unclear - no evidence of support from the other communities, no job creation and it has not previously funded waste disposal programs. The Mayor stated that the application has been appealed. Information items included the Thunder Bay District Health Unit levy, which has increased 5%; the MPAC 2008 funding requirements which has increased 3.9%; information on Building Inspection Due Diligence such as the ABCs of avoiding building inspection errors; Ontario Budget for 2008; Northern Ontario Development Network news; apprenticeship compulsory Certification review; CN Kinghom subdivision; Quad Council meeting on January 16th in Nipigon and Open House for the proposed Tree Bylaw, Monday January 14th, 6:30-8:30 at the Community Centre. A letter was received from a local citizen who feels that setting up the Nativity Scene on the Legion Cenotaph is not appropriate and would like to see it elsewhere. Council did not comment on the suggestion. Further inquiries will be made into having a presentation from the OPP on “crystal meth” and its increase use and presence in small communities along the North Shore. Mayor Harvey and Gary Lange will be attending the annual Boat Show in Minneapolis, with the municipality covering meals; all the other expenses are covered by the North of Superior Marketing Association. Councillor Dupuis has expressed interest in a task force committee being set up to push for the development of Ruby Lake Provincial Park under Ontario Parks Development. He sees lots of interest in this park and asked that it go on the EDC meeting agenda. The Golf Club has asked for a link to its website, from the Nipigon website. There was more discussion on the lack of action from the government on getting lights or strips on the Nipigon Bridge especially in light of the heavy fog last week. Mayor Harvey has spoken many times to government people about this but is as frustrated as those who do not see it happening. Councillor Pelletier added that the situation is also being pushed from the Lake Helen side as well because of the number of residents who walk across the bridge. He also invited other groups from Thunder Bay to try his trails and would be interested in having school groups come out to learn to ski and add to the learning of a life-long skill.
