Section 10 (1), subsection (d), of By-Law No. 557 states: "Nothing on this section shall prevent the immediate killing of any dog found running at large contrary to the provisions of this By-Law". There are no "exceptions" such as a dog accidentally getting let loose, etc. Section 9 of By-Law No. 557 spates no dog may be allowed in any street, alley, etc. "Unless such dog is either muzzled or held by some competent person by a chain or other fastening".
