i{egion study to see if Pe changes have bettered environment By HOWARD MOZEL Oakville Beaver Staff hile residents near Petro Canada remain concerned about the ongoing health effects of the refinery, the Halton Health Department promises further followâ€"up testing will be performed. Dave Stronach, Environmental Health Supervisor â€" Special Services, said â€" plans are underway to carry out Phase 2 of the Region‘s Petroâ€"Canada Health Effects Study later this year to determine whether improvements implemented by the oil company have had an impact. This came as good news to Steven Moore, environmental chairâ€" man of the West Oakville Ratepayers Inc. (WORI) who â€" once Phase‘ 1 of the study was completed â€"< has been pushing for further action. Since Petro Canada has no "measurable goals" for its emisâ€" sions, he adds, the value of the study is that much more vital. "I am 100% in favor of Phase 2 of the study," he said. "This is the only way to tell if things are getting better or worse," said Moore, adding that people in the area are still complaining. Phase 1, which was carried out late last year, consisted mainly of a telephone survey which polled resiâ€" dents about their health concerns and symptoms. Conducted by Dr. Doug Sider â€" in conjunction with the Region and the Institute of Environment and Health â€" residents identified negative impacts ranging from nausea, respiratory problems and backaches to dizzy spells and sore throats. In conclusion the study said in part: "Refinery odors had negative impacts on selfâ€"reported health and quality of life of people (most notably those who frequently noticed odors attributed to the refinâ€" ery) living in the vicinity of the refinery during the period of time considered by the study." While such drastic effects as cancer and birth defects have already been ruled out, said Stronach, the study proved valuable by lending weight to residents‘ complaints regarding those sympâ€" toms listed above. Even so, Stronach points out that Petro Canada is well within Ministry of Environment guidelines. The company has implemented several measures to rid themselves of problems, among them a new system of burning off pollutants with a series of smaller, less noticeâ€" able gas jets. Phase 2 will determine what effects, if any, such modificaâ€" tions have had. In the meantime, WORI has passed a resolution recommending that development of the vacant Shell Lands south of the refinery be postponed until emissions are shown to have no adverse impact on the designated area.
