A t its O ctober meeting, the Oakville Hydro-Electric Commission approved a zero percent rate increase for the year 2000. Sean Weir, Chair o f Oakville Hydro, said that "W hile this is the seventh consecutive year for zero rate increases, our budgets and rate projections are based on what we know today, concerning the deregulation o f the electrical utility industry in Ontario." The Provincial Government introduced the Energy Competition Act, 1998, which will dramatically impact the way Ontario Hydro and the municipal utilities, like Oakville Hydro, will operate when the deregulated market opens for business in November, 2000. "The way w e will do business in the future is very much dependent on the Codes that are being developed as we speak", said Mr. Weir. "A s these rules are produced, we will have to review all aspects of how we do business, including budgets and rates.
