Our prov ince w ants to pay people not to work. It w as announced in the recent provincial budget that Ontario will spend $150 m illion on a three-year experim ent to give people a basic in come. T his will include som e who have low-paying em ploym ent that does not provide enough money to cover their basic living costs. Som e low-income re cipients will be selected from H am ilton, Lindsay and Thunder Bay. An initial reaction by som e m ight be to pay people not to w ork is providing the w rong fi nancial incentive. Those w ould suggest financial m otivation is necessary to encourage all to be fully employed. The experim ent will m onitor the behaviour of those receiving provin cial funding and com pare that behaviour to other Ontario residents that do not receive funding. Part of that objective will be to see if recipients m ake use of additional funds to im prove their education, health and quality of life. Will people upgrade their abilities in order to be m ore em ployable? That inform ation will be beneficial for the Ontario governm ent to determ ine whether this experim ent should be im plem ented to all low or non-earning residents. There is a problem with the logic about tak ing away the incentive to find full employment. Will full em ploym ent in future decades be som ething that is acces sible to all? There are real concerns with other governm ents around the w orld that au tom ation will expand and greatly reduce the num bers of jo b s available. Som eone m ay want to w ork, have the health and strength to do so and p ossess the necessary qualifications. However, if there are no jo b s, that introduces a whole new em ploym ent environment that has to be considered. It w ould be extremely inadvis able for any governm ent to have such a disparity between the haves and the have-nots. That is a form u la for anarchy. There w ould be trem endous re sentm ent and likely a significant increase in illegal activities that som e w ould argue w ould be nec essary to provide for their family if they did not have the ability to earn suffi cient funds through em ployment. Our value system is to provide care to those less fortunate. We pride ourselves on free health care. M any feel that health care costs w ould be reduced if everyone had the financial ability to take better care of them selves through proper eating habits and lifestyle choices, including satisfactory housing. Better to spend m oney up front to m aintain a m inim um standard of quality of life than pay m ore to address problem s poverty m ight cause. I agree with the provincial ini tiative to start experim enting with increased funding for the less for tunate. For those w ho have access to good-paying jo b s, there is an u p side. Ontario will continue to be a safe and caring province that will add to their quality of life. For those w ithout jo b s who pay enough to m aintain the desired standard of living, it will m ean they continue to be an im portant part of the Ontario population.
