The Town's Planning and Development Council voted to approve a zoning bylaw amendment that would permit the development. The current proposal would see the construction of a mixed-use development, consisting of 552 residential units and 3,045 square metres of retail/commercial space on the 1.01 hectare site. Town staff said the plan, which has been brought forward by developer Strategy 4 Inc., would take place within the Midtown Urban Growth Centre and Growth Area. That area, they noted, is intended to accommodate significant intensification to meet prescribed provincial, regional, and municipal growth targets. There is a holding provision in place on this application meaning no work on the development can begin until regional and municipal water and wastewater and transportation infrastructure capacity is available to accommodate the proposal. "There are currently three, single-storey retail, commercial and office buildings on the subject lands," said Tricia Collingwood, senior planner with the Town, in a report to council. "The two buildings fronting onto Cross Avenue are proposed to be removed prior to development proceedings." Structures surrounding the site include a five-storey commercial and office building to the north, a one-storey auto garage and Argus Road to the east, Cross Avenue and the Oakville GO and VIA Rail stations to the south and a one-storey commercial building to the west. Council heard from one area business owner during the meeting who expressed concern that construction of the proposed towers would result in lanes being blocked on Argus Road and stop people from reaching existing businesses. Town staff said rules are in place to prevent local businesses from being negatively impacted during this construction. Collingwood noted in her report the conceptual layout has been designed to accommodate the future widening of Cross Avenue and to protect the future of local road conveyances along the north and west property lines. She also noted the building heights (one 20-storey building and two 12-storey buildings) comply with the height permissions of the Livable Oakville Plan. It was pointed out the subject site is transit supportive as it is located adjacent to the Oakville GO station and readily accessible to transit. The report to council said the proposed development would assist in achieving a number of development objectives described in the Livable Oakville Plan, such as working toward achieving the growth targets of 200 jobs and residents per hectare in the area by 2031. In a discussion with the Oakville Beaver, Strategy 4 Partner Jeff Kenny said a development application for the project would most likely not come before early 2017.
