www.insideHALTON.com | OAKVILLE BEAVER | Thursday, November 5, 2015 | 38 NOTICE OF SUBMISSION ­ DESIGN AND CONSTRUCTION REPORT Queen Elizabeth Way (QEW) and Highway 403 Structures Trafalgar Road to Winston Churchill Boulevard (G.W.P. 2163-10-00) THE PROJECT The Ontario Ministry of Transportation (MTO) is undertaking the Detail Design to rehabilitate or replace existing bridges and pavement on the QEW in the vicinity of the QEW/403/Ford Drive interchange. Ultimate platform widening will be incorporated, where feasible with the intent that the work at this interchange and the adjacent QEW is complete until future widening is required. The project also includes the rehabilitation of the underpasses at the Highway 403/Dundas Street interchange. The work is being constructed under two (2) contracts. The first contract is planned for construction in 2016-2017 and includes: · Rehabilitation of the Dundas Street underpasses; the QEW-Ford Drive east-to-north/south off-ramp underpass, at Highway 403; and, rehabilitation of the Joshua's Creek culvert · Replacement of the QEW westbound overpass, at the Highway 403 ramp, on a new alignment · Reconstruction/realignment of a portion of QEW westbound lane including provision for future HOV lane · Construction of a westbound collector from Ford Drive to QEW merge, including extension of the Joshua's Creek culvert · Construction of long term detours for Highway 403/QEW north-to-west ramp and QEW westbound lane Construction staging will consist of maintaining 2 lanes on Dundas Street in each direction and reducing the Ford Drive off-ramp from 2 lanes to 1 lane. There will be a reduction from 3 lanes to 2 lanes on the QEW to Hwy. 403 ramp in the first construction year. At all other sites, standards that meet or exceed existing conditions will be maintained during construction, with minor exceptions. Isolated night work with lane closures and ramp closures will occur. THE PROCESS The project was carried out in accordance with the approved environmental planning process for Group `B' undertakings under the MTO's Class Environmental Assessment (Class EA) for Provincial Transportation Facilities (2000), with the opportunity for public input throughout. A Public Information Centre was held in June 2015 to present the proposed improvements, and the construction staging/traffic management requirements. The Design and Construction Report (DCR) has been prepared to document the final design, construction staging, traffic management, and environmental mitigation measures for Contract 1. This commissioned method of selling mutual funds is not in the best interest of the investor. The research was done by Professor Douglas Cumming who teaches finance at York University. His research will be used by securities regulators to decide whether to change the fee model of how mutual funds are sold. Changes to how mutual funds are sold in Canada could include an outright ban on trailer fees. This has already happened in England and Australia. Professor Cumming's research is just one more bit of evidence showing the current method of selling funds in Canada is broken. Other information supporting this has been reported in the past. Professor Susan Christofferson of the University of Toronto had similar findings, based on U.S. data, she released in early 2013. The amount of commissions paid to the financial salesperson appears to be the single largest motivator for a fund to be sold. Professor Cumming reported funds that paid trailer fees often had inferior returns. Previous academic evidence has also come to this conclusion. The greatest predictor of mutual fund returns is fees. Higher fees mean lower returns; lower fees mean higher returns. It is just a case of simple arithmetic. If investment returns are used to pay an investment salesperson a trailer commission, then returns are less. It is that simple. Respectfully, it seems as if those who make decisions on regulating the investment business have studied things backwards and forwards since the 1990s. Now is the time to act. In my opinion, the investment industry needs a major overhaul regarding how fees are charged.
