It was approved April 17 by town council, and calls for cats to w ear iden tification. It stops short o f banning cats from roaming loose, but council will study the cost and implications o f such a ban prior to deliberating next year's budget. "It's not a licensing by-law, it's an identification by-law," said M ayor Ann M ulvale o f the new rule. It aims to help the Oakville Hum ane Society reunite cats with their owners -- and recovering its costs. Only 20% o f cats picked up by the Oakville Humane Society are returned to their ow ners compared to 60% of dogs, which are covered by numerous by-laws. Cat owners m ust now identify their cats with a tag or a microchip. Tagging rem ains the easiest way for the public to return a cat to its owner, but collars should be o f the break-away variety to ensure a cat's physical safety. The Oakville Humane Society w on't be "a cat-catcher," but will pick up cats entrapped by a com plainant, as well as those lost or injured. Owners will face a $20 pick-up fee; a $10 per day im poundm ent fee; med ical expenses; and, a $10 surcharge for an unidentified cat. Cats will go home wearing ID from the Oakville Humane Society -- for another $10. Ward 5 Councillor Jeff Knoll won dered about fees being prohibitive to poor pet owners. Oakville Hum ane Society general m anager Johanne G older said her staff uses discretion, but added that rules must apply to everyone. The cat retrieval fee is seen to be a "disincentive" to cat ow ners whose roaming cats create a nuisance. The by-law should help strays or those struck by vehicles to be reunited with their owners -- and shift costs back to the cat owner. T his year the Tow n funded the O akville Humane Society to the tune of $438,000 to provide animal control ser vices for the town. Further expenditures com e out o f the Society's operating bud get, w hich is about $1 million and fund ed through donations, adoption fees and an animal control contract with the Town o f Milton. After a public meeting and lots o f let ters from residents, it was clear that the cat by-law was controversial. "The cats-at-large part o f the by-law is very controversial to say the least," adm itted W ard 5 C ouncillor Janice Caster. That didn't stop Caster from calling for the ban to go into effect on Jan. 1, 2003 -- to give the Oakville Humane Society time to prepare for the financial strain. "W e're a little surprised. W e'd need significant tim e to get prepared to enforce such a by-law and there would be substantial costs involved," said Golder. It's been estim ated that it w ould cost $80,000 annually for new staff and equipment to enforce the ban.
