We thought at one time that it was available, but it's no longer available," said Salvation Army spokesperson Wendy Perkins. Perkins said the site was "not appro priate given the current Town planning cycle" and that a "decision with the plan ning process was not communicated" to the Salvation Army until January. So, in January, the Salvation Army launched "a wider search" for a home and Mayor Ann Mulvale said she believes it looked at other private Cross Avenue locations, but that no offers were made. "The only offer to purchase that I'm aware of is for the Eighth Line (Iroquois Ridge) site," said Mulvale. Perkins said the Salvation Army looked at some three dozen sites, but said, "Very few made it through to something approaching reality." Perkins added. "The Town has been very accommodating to the Salvation Army and the shelter over the years. Oakville has always done a lot to address the issue with us and their support is very important." The Town that has helped make avail able sites like Lyons Lane as a warehouse and the former Tourist Information build ing as a temporary shelter, said Perkins. "The negotiations were between the Town and the (Salvation) Army and we were advised by the Town of Oakville that the site was unsuitable for reasons that weren't disclosed to us as it was a confidential property matter," said Halton Region spokesperson Carleen Carroll. Oakville Hydro is the current owner of the Lyons Lane property that was once a fuelling and maintenance depot. According to the Town's realty servic es manager Maynard Millman, the Town has been in negotiation for upward of two years for the site. Negotiations have been protracted because a small number of Hydro staff had remained at the site for a while. Tlien an environmental assessment had to be completed. That revealed what Millman called a minor issue with PCBs on the site and Mulvale said a clean-up and sign-off by the Ministry of Environment and Energy (MOEE) is needed prior to the finaliza tion of any purchase -- much as is required when a former gas station site or the former Oakville Public Works site on Trafalgar Road is up for sale. Mulvale said the Town's Official Plan denotes the Cross Avenue area as a "tran sitional" area. Millman said he's been instructed to pursue the Lyons Lane site with a view to its proximity to the Oakville GO Station as a potential site for buses to park, turn around and wait for passengers-- in effect a bus terminal. Millman said "Council is the ultimate party to make the decisions" on the future of the Lyons Lane site should it be acquired by the Town. Notwithstanding, the Town's long term plans, as set out in the Official Plan, "Council could sell it or dispose of it as it wishes," said Millman. While Mulvale was hesitant to discuss too much about a property issue -- an issue of confidentiality under the Municipal Act -- the mayor, who is also on the local hydro board, said Oakville Hydro currently owns the Lyons Lane property. "They've not been able to com plete a purchase because of PCB issues," she said. While there's "nothing major" in the way of contamination on the site, Millman said an environmental assess ment has been presented to the MOEE and "some kind of clean-up" is in order prior to a sale being finalized. Millman said that, according to laws that govern surplus government land, other levels of government must be offered first right to purchase. Only if other government agencies don't wish to pursue a purchase, can a property then be offered for public sale. Mulvale also noted that while she's not privy to how much the Salvation Army wishes to pay for a shelter, she is aware that real estate in the mid-town core is valuable. Price may not be a hindrance to the Town, though, since it must be offered the site. "The Town does not yet own that site. We're in negotiations with Oakville Hydro to purchase it, but we've not come up with a signed agreement of purchase and sale," said Millman.
