Catholic board hung up over uniforms By Tim Whitnell METROLAND WEST MEDIA GROUP It's back to square one for the Halton Catholic District School Board's bid to update its school uniform policy. After a lengthy debate at the Nov. 20 board meeting, trustees defeated a motion before them -- so the issue will go back to a policy committee for more discussion rather than the public for feedback. The motion called for requiring a 50-per-cent-plusone vote for a local school community to adopt uniforms and that the vote be repeated on a three-year cycle. The current policy requires a two-thirds majority. Under the current policy, 33 of 41 elementary schools have voted on the issue and only four have uniforms -- St. James in Oakville, St. Gabriel and St. Elizabeth Seton in Burlington, and Milton's Guardian Angels school. While uniforms were the topic of discussion, much of the board debate was about protocol. Trustees questioned whether trustee John Morrison, policy committee chair, could ask for a deferral of the uniform matter so staff could report on the parameters of a board-wide referendum on uniforms. Oakville trustee Anthony Danko, head of a previous school uniform ad hoc committee, said he didn't think one trustee could direct staff and said the idea of a referendum without board debate, was "arbitrary and unnecessary." "We can definitely discuss the concept, but let's do it the right way in a proper procedure," Danko said, adding, "Is the superintendent or the director going to write this report over Christmas and will they be in uniform? "... if the board doesn't want to consider uniforms any longer, pass a motion to not talk about it for five years, 10 years, forever, and that's fine, the board can decide to do that. We can defer, we can decide not to talk about it. I think this is coming from some trustees who don't want to discuss this (issue)." Education Director Michael Pautler reminded trustees if the main motion before them passed, it would go to the public for feedback and back to the policy committee for more discussion. If defeated, it would go only to the policy committee. Morrison withdrew his deferral amendment. Trustees then voted to reject the new uniform policy presented in the report. It now returns to the policy committee for discussion. This Master Plan was approved in 2002 and the Region and their municipal partners would like to the desired community direction or whether changes are recommended to the Master Plan prior to developing a park implementation strategy. As both initiatives impact the park and the surrounding community, the Region and its municipal partners would like to hold a joint meeting so that area residents can get all the information they need on these initiatives at one time. The presentation on the Park Master Plan will provide a historical overview for the park, talk about the shoreline protection works, discuss in detail what is proposed through the existing approved Master Plan and outline the process moving forward towards full implementation. This review will help staff understand more clearly community direction or whether changes will be required to the Master Plan prior to developing a park implementation strategy. The presentation on the Burlington East Servicing Strategy Municipal Class EA Study will present the results of the Region's Pumping Station Master Plan which was completed in 2012, discuss why Burlington East drainage area is a high priority area, outline the preliminary preferred wastewater servicing strategy for the area, and seek input from the public regarding design options for the new pumping station and how it will be integrated into the community and the park.
