Three Halton police officers involved in an Oct. 22 shooting in Oakville that resulted in the injury of a 28-year-old Ohsweken woman will not face criminal charges. Ontario Special Investigations Unit (SIU) acting-Director Joseph Martino made the announcement Tuesday following the conclusion of their investigation. The SIU investigation found that the incident began at 9 p.m., when officers were called to the Oakville Entertainment Centrum at 2081 Winston Park Dr., in response to reports of a vehicle theft. Police located the stolen vehicle and an SUV, which had been observed closely following the stolen vehicle from the scene, parked in the lot of the Oakville Water Treatment Plant on North Service Road. One officer parked his cruiser behind the two vehicles. Halton officers will not face charges in Oct. 22 shooting The three subject officers arrived and began walking towards the stolen vehicle and the SUV. At this point, Martino said, the driver of the stolen vehicle (a pickup truck) suddenly reversed and was met with gunfire from the officer behind him, which caused the driver to stop the truck and raise his hands. The SIU report said the driver of the SUV also suddenly accelerated backward and then forward in an attempt to flee the scene. The SUV was also met with gunfire from multiple officers at which point, Martino said, a 28-year-old woman sitting in the SUV's passenger seat was shot in the right shoulder. The driver of the SUV continued to drive forward, ultimately making his way back onto North Service Road where he proceeded east. The SUV drove a short distance and then struck an officer's cruiser and came to a stop in a ditch. Joseph Martino, SIU acting-director Despite the fact that more than 40 rounds were fired by Halton police officers during this incident, Martino concluded the officers acted appropriately. "This was a highly volatile and rapidly developing set of circumstances in which the subject officers, in my view, reasonably believed that their lives and/or that of their colleagues were in danger from the movements of the SUV and the pickup truck," said Martino. In all incidents where shots were fired, Martino said the vehicles were accelerating in the direction of the officers. All suspects involved in this incident face multiple charges. Charles Laforme, 25, of Ohsweken has been charged with the attempted murder of a peace officer, three counts of assaulting a peace officer with a weapon and three counts of aggravated assault of a peace officer. The SIU is an arm's length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault.
