The recent changes to the Towns animal bylaws state allowing a cat to roam at large is now a ticketable offense punishable by a fine of $105 plus a $30 surcharge. In addition to this change, the new bylaws still allows the public to humanely trap and remove a cat from their property or a cat at large on public property and bring it to the humane society. Cats are also required to have identifica- tion, which can be an identification tag, microchip or Oakville & Milton Humane Society cat ID Tag. Johanne Golder, executive director of the Oakville & Milton Humane Society, supports the new bylaws and says they are needed to address the cat overpopulation crisis as well as the risks faced by outdoor cats. A cat allowed to roam outdoors lives an average of five to seven years, while an indoor cat lives an average of 15-17 years, said Golder. Outdoor cats are exposed to disease, may be hit by cars, ingest poison, or succumb to the elements. In addition one unsprayed out- door female cat may be responsible for over 420,000 cats being added to the population if all of her kittens remain outdoors and are unsprayed. Golder also said the cat overpopulation crisis is having an impact on the environ- ment as scientists are examining the link between the reduction of songbird popula- tions in areas where there are outdoor cats. Cats are not the only ones affected by the new bylaws with some changes in dog licens- ing also now in place. Oakville residents acquiring a dog or those moving to Oakville who have a dog must license their dog within seven days. Under the new 12-month system, dog licenses will be renewable 12 months from purchase regardless of what month the license is purchased. If you have a currently licensed dog you must purchase a license by February 15th, 2011. The Oakville & Milton Humane Society handles dog licensing for the Town of Oakville and believes a license is a dogs best ticket home if lost. Dog licenses may be purchased at the Oakville & Milton Humane Society and at various licensing sites in town; which can be found on the website, www.oakvillemiltonhumane.ca. The deadline to enter the Optimist Club of Oakville 2011 Essay Contest is Jan. 15.
