Oakville MPP Kevin Flynn recently introduced a private member's bill in the Ontario Legislature aimed at requiring power plants to be 1,500 metres away from residential areas. Representatives from Flynn's office however have stated that if the bill passes, issues like power plant scale could be examined in greater detail. An important difference between the TransCanada plant and the District Energy Facility is that adherence to the Town's recently passed Health Protection and Air Quality Bylaw is a requirement of the District Energy Facility's construction. Under this bylaw, councillors have the power to stop incoming industries from establishing themselves in Oakville if it is found their emissions will exceed at least one of the thresholds for the following pollutants: more than 500 kilograms of PM 10 (particulate matter) per year, more than 300 kilograms of PM 2.5 per year, more than a tonne of VOC (volatile organic compounds) per year, more than 2.7 tonnes of nitrogen oxide per year and more than 2 tonnes of sulphur dioxide per year. Oakville Mayor Rob Burton is confident the 9.6-megawatt facility will be able to adhere to this bylaw. However, a much smaller power plant the 2.1-megawatt Halton Waste Management Site in Milton, which is owned by Oakville Hydro in partnership with Halton Region, currently exceeds the bylaw's thresholds. According to the National Pollutant Release Inventory finding in a 2008 report Halton Waste Management Site emits 2.1 tonnes of PM 10 and 2.1 tonnes of PM 2.5 per year. That plant, however, burns mostly carbon dioxide and methane rather than natural gas. "The District Energy Facility replaces a power plant that would otherwise be in the hospital and it also replaces small power plants that would be in each one of the buildings in the life sciences business park surrounding the hospital. It will meet our Health Protection and Air Quality bylaw and because it replaces all those individual points of pollution it represents a net decrease in the pollution that would otherwise occur around the hospital. This will also save money in the operating of the hospital," said Burton. "It (the District Energy Facility) is one per cent the size of TransCanada's power plant, less than one per cent the size. The issue of safety with the TransCanada plant being close to railroad is two-pronged. If there is a derailment and the cars hit a really large power plant, you would have a much bigger explosion than you would if a home was there or a small nine-megawatt power plant." The District Energy Facility is also going over well with Citizens for Clean Air (C4CA) President Doug MacKenzie who said small power plants are probably the way the Province should be going. "With a hospital that has a straight run boiler, you're wasting a lot of energy, so in this case it (a power plant) makes a lot of sense," said MacKenzie. "If it's that small, first of all the emissions of PM 2.5 will be relatively small and the fall out will probably be within a 300 metre radius. So it's a much cleaner alternative." c.
