Region sends $400-M infrastructure bill to feds and province By Tim Foran METROLAND WEST MEDIA GROUP 9 · OAKVILLE BEAVER Friday, April 24, 2009 Halton Region is asking the provincial and federal governments to help fund two thirds of the cost of a list of nine capital projects totalling close to $400 million. The funding applications, approved by regional council Wednesday ahead of Canada's May 1 deadline, are for projects in three areas including expansion of wastewater treatment plants, improvements to Tremaine and Upper Middle roads, and assistance in providing transportation infrastructure and water and sewer pipes to three employment districts. Though all of the projects will be used to support new growth, Halton Regional Chair Gary Carr said the funding applications weren't chosen to give developers a break. "Every one of the projects are projects that would save the taxpayers money, not developers," Carr said. The funding applications are being submitted under Canada's Infrastructure Stimulus Fund, a $4 billion package announced by the federal government in its January budget. Ontario has committed to matching the federal dollars as part of its own economic stimulus. The municipalities would have to pick up the rest of the cost, approximately one third of the price tag. As the two upper governments are eager for projects to start soon and not drag on, projects must be started within 60 days of receiving the funding and be completed for the most part by March 31, 2011. Priority is being given to those projects that are able to spend at least 50 per cent of their funding by March 31, 2010. The projects include: · Rehabilitation of existing wastewater plants including the $158 million expansion of the Skyway plant and the $50 million expansion of the Oakville South West plant. The Oakville plant's expansion was originally budgeted at about $22 million, but the scope of the project has expanded to require more than double the cost. · Improvements to Tremaine and Upper Middle roads. The $16 million improvements to Tremaine, likely between Britannia and north of Hwy. 401, are in the capital budget forecast to begin in 2013 with a small stretch, between Derry Road and Main Street, scheduled to begin in 2011. The $55 million improvements to Upper Middle are for the stretches between Bronte Road and Postmaster Drive, just west of Third Line, as well as from Sutton Drive to Burloak Drive. Council has already initiated the start of these two projects by passing bylaws Wednesday allowing for them to begin. · The $116 million extension of roads, water and sewer pipes to the Halton Hills 401 Corridor, Milton (Derry Green) Business Park II and Winston Park employment districts.
