Conservation Halton (CH) will be asking the Region of Halton for some extra funding -- $144,074, to be exact -- to pay off a deficit in its 2006 tax supported program. "It is fairly significant," said CH director of financial and administrative services Marnie Piggot about the shortfall. "Technically, we shouldn't run any kind of deficit." The request to the Region was supported by CH's board of directors at its meeting March 29. The total revenues of CH's tax supported budget -- its conservation areas are excluded since they're self-sustaining -- were about $8.4 million, while its expenditures totaled slightly more than $8.5 million. It had already received about $3.4 million from Halton Region for the 2006 operating budget, which is where the deficit lies. Although four municipalities fund CH, Halton is by far the largest municipal funder. According to a report presented to the board by Piggot, the deficit is largely because of senior staffing changes last year -- CAO Theresa Maguire-Garber was terminated at the beginning of last year, which required an interim CAO, Allan Holmes, and then finally Ken Phillips was hired on. There were also higher-than-expected legal fees, Piggot said, with several hearings of the Ontario Municipal Board exceeding the projected cost by $39,000. If there is any good news, it's that the deficit isn't as high as CH expected it to be in October, when it first alerted Halton Region about its financial situation, Piggot said. At that time, it was expected the deficit would run more than $210,000. It's less than that because the environmental agency managed its costs and limited its hiring of staff, Piggot explained. She said CH doesn't want to resort to its reserves for the funds, because that's kept for capital projects.
