After all, any repairs other than outine maintenance (and even that is )pen to debate) are subject to scrutiny y the Town‘s Heritage Review ommittee and a delay of weeks or nonths. The result was almost three hours f debate and a convoluted procedural ness that would have been funny if so nany people‘s homes weren‘t affectâ€" »d. In the end, however, Council voted o defer the matter â€" again â€" so that eople living within the area can be etter informed about the implications of a heritage designation. The study, which has been kicking ound since the lateâ€"Eighties, began n earnest two years ago to define an area within Old Oakville as a Heritage onservation District under the Ontario Heritage Act. The finai plan which came before Council includes approximately 190 properties in a tract roughly bounded by Dunn Street, the Sixteen Mile Creek and Trafalgar Road on the west, Spruce Street on the north, Reynolds Street and a porâ€" tion of Allan Street on the east and Sumner Street on the south. According to a report prepared by Town planner Bruce Bellows, the plan "provides the basis for sensitive conâ€" servation management and protection of the area‘s heritage features." Among its many components are "guidelines that are intended to guide property owners in caring for and maintaining their heritage buildings and guidelines for alterations, restoraâ€" tion, reconstruction, building additions and new construction." Old Oakville resident and apartâ€" ment owner Joyce Sitarski, for examâ€" ple, said if left alone, homeowners would continue to use "good neighâ€" bors sense" to enhance their properties responsibly without all the red tape. Characterizing those meddling in their affairs as "busybodies," Sitarski mainâ€" tained that the Town‘s current regulaâ€" tions were enough. While some simple arithmetic by Ward 6 councillor Jim Smith deterâ€" mined that only about 20% of the proâ€" posed district currently qualified as "heritage," Richard Untermann â€" repâ€" resenting _ study â€" consultants Untermann, McPhail and Cuming â€" continued to advocate the district in grand, holistic terms. To the residents, however, it remained a nutsâ€"andâ€"bolts issue of the impact on individuals‘ rights. This prompted Smith to call the document "incomplete and shoddily produced" and Ward 2 councillor Fred Oliver to wonder whether they should pay full price for it. Flynn said he showed up thinking support for the plan was fully in place, but became worried that widespread misunderstanding still exists.
